EMPLOYEE BENEFITS TRUST MEETING MINUTES
The City of West University Place, Texas, Employee Benefits Trust met on Monday, May 23,
2011, in the Municipal Building Council Chambers, 3800 University Boulevard, West University
Place, Texas, 6:35 p.m. to consider the following:
1. Call Meeting to Order
Mayor Kelly called the meeting to order at 6:46 p.m. Those also present: Mayor Pro Tem
Fry, Councilmembers Boehme, Segal and Guffey; City Manager Ross, City Attorney
Petrov, City Secretary Lenz, Human Resources/Risk Director Wendorf, and Bob Treacy
with C-CBS Consultants.
2. Consider awarding a contract to Aetna for Medical Insurance.
3. Consider awarding a contract to Guardian for Dental Insurance.
Human Resources/Risk Director Standorf presented and said the city's contract for Medical
and Dental coverage expires August 31, 2011. She said, in conjunction with city staff, C-
CBS, the city's benefit consultant began the RFP process and received proposals from
AETNA (renewal), United Healthcare, TML, Bluecross/Blueshield of Texas, Kelsey Care
powered by Cigna. Dental proposals were received from AETNA (renewal), Guardian,
UHC, Ameritas, TML, Humana and Metlife. All plan options and their overall impact were
reviewed and analyzed. Ultimately, AETNA's renewal for medical and Guardian's proposal
for dental were overall the best options for the city.
Ms. Standorf said staff recommends that Council award the renewal contract for Medical
insurance to Aetna and Dental insurance to Guardian.
Councilmember Segal asked if there is a time requirement on this that it has to be executed
tonight; or, since it stretches over 8 months into the new year, it can wait until the first
meeting in June to be discussed and reviewed by the new Council. Ms. Standorf
responded, no, it is Council's preference to moved forward tonight or wait for the next
Council.
Councilmember Boehme said he believes that as a general rule, Lame Duck Council's
should not make decisions unless there is a timing necessity, so his first inclination is that
the new Council should vote on this; however, Mayor-elect Fry has indicated that he would
like this Council to act on it and he has talked to several members of the new Council who
all has shown a preference that this Council act on it.

Mayor Pro Tern Fry said he thinks it is important to the employees to have some finality so
they won't have to worry about it and plus there is nothing controversial here, so he made
the motion to award the contract to Aetna for medical insurance and to Guardian for dental
insurance. Mayor Kelly seconded the motion. MOTION PASSED.

4. Adjourn
Mayor Pro Tern Fry moved to adjourn the Employee Benefits Trust meeting at 6:52 p.m.
Councilmember Segal seconded the motion. MOTION PASSED.
