CITY COUNCIL MEETING MINUTES
The City Council of the City of West University Place, Texas, met in special and regular session on
Monday, December 6, 2010, in the Municipal Building, 3800 University Boulevard, West University
Place, Texas beginning at 5:00 p.m.
SPECIAL WORKSHOP
• Agenda items were as follows:
CALL TO ORDER
Mayor Pro Tern Fry called the meeting to order at 5:10 p.m. Also in attendance were:
Councilmembers Boehme and Segal, City Manager Ross, and City Secretary Lenz. Mayor Bob Kelly
was not present at start of the meeting. Councilmember Guffey and City Attorney Petrov were absent.
Councilmember Boehme moved to recess the special meeting and convene into Executive Session in
accordance with Section 551.074 of the Texas Government Code. Councilmember Segal seconded
the motion. MOTION PASSED.

The following items were discussed.
1. City Manager Evaluation
Matters related to evaluation of the City Manager.
2. City Secretary Evaluation
Matters related to evaluation of the City Secretary.
Mayor Kelly arrived at 5:15 p.m.
At 5:55 p.m., Councilmember Segal moved to close the Executive Session. Councilmember
Boehme seconded the motion. MOTION PASSED.

3. Convene into Open Session and Take Any Desired Action
At 5:55 p.m., Mayor Kelly reconvened the special session. No action was taken.
4. Adjourn
Mayor Pro Tern Fry moved to close the special meeting at 5:56 p.m. Councilmember Boehme
seconded the motion. MOTION PASSED.

REGULAR MEETING (BEGINNING AT 5:45 P.M. IN THE COUNCIL CHAMBERS)
Agenda items were as follows:
CALL TO ORDER:
Mayor Kelly called the meeting to order at 6:00 p.m. Also in attendance were: Mayor Pro Tern Fry,
Councilmembers Boehme and Segal, City Manager Ross, City Secretary Lenz, ACM/Public Works
Director Peifer, and IT Director McFarland. Councilmember Guffey was absent.
Mayor Kelly led the Pledge of Allegiance and Pledge to the Texas Flag.
City Secretary Lenz confirmed that Notice of the special and regular meetings was duly posted in
accordance with the Texas Government Code, Chapter 551.
Mayor Kelly announced that evaluations for the City Manager and City Secretary were postponed
until December 13th.
5. Public Comments
There were no comments from the public.
6. Consent Agenda
All Consent Agenda items listed are considered to be routine by the City Council and will be
enacted by one motion. There will be no separate discussion of these items unless a Council
member requests in which event the item will be removed from the Consent Agenda and
considered in its normal sequence on the agenda.
A. City Council Minutes
Approve City Council minutes of November 15, 2010.
B. Resolution Appointing Member to Friends of West U Parks Fund (FWUPF)
Matters related to a resolution appointing Sonny Brandtner as a member to the FWUPF.
C. Resolution Appointing an Assistant City Secretary
Matters related to a resolution appointing Sheba Hopkins as Assistant City Secretary.
D. Municipal Setting Designation
Matters related to an application for Municipal Setting Designation for 3131 Argonne Street
from Weston Solutions, Inc., including adoption of a resolution in support.

E. Security and Access Control for Police Facility Addition to City Hall
Matters related to a contract with Interactive Controls, Inc., for the installation of Building
Security and Access Control systems for Police Facility addition.
Councilmember Boehme removed 6B from the Consent Agenda.
Mayor Pro Tern Fry moved to approve the Consent Agenda as presented, with the exception of 6B.
Councilmember Segal seconded the motion. MOTION PASSED.

Councilmember Boehme moved to approve the appointment of Sonny Brandtner. He said Mr.
Brandtner has been a phenomenal supporter of West U Parks for more than a decade and it is his
privilege to appoint him to this Board. Councilmember Segal seconded the motion. MOTION
PASSED.

7. Reports by Council/Staff
No reports.
With no other business before Council, Mayor Pro Tern Fry moved to adjourn the meeting at 6:05
p.m. Councilmember Segal seconded the motion. MOTION PASSED.

Meeting Adjourned.
After the regular meeting adjourned, City Council attended the Christmas tree lighting events at
Friends Park.
