ATTENDEES
Ragiel, Kevin Boyle, Charles May, Tim O'Connor (staff)
VISITORS
Dr. Carol Alvarado, Mr. Candido Alvarado- 4002 Marlowe
I. Call to Order: The meeting was called to order at 6:36 pm by Russ Schulze, Chair.
II. Review and Approval of Minutes of the May 5, 2010 meeting: The minutes were approved
as submitted.
III. Citizen Comments:
Dr Carol Alvarado - she has been a swimmer for 30 years and is very excited about the Rec
Center pool. She would like to see the hours extended to 10 pm and would like us to add
tables and chairs on the patio. She mentioned that the "garage doors" have been closed
on some beautiful days.
Tim responded saying that he has communicated with Dr. Alvarado over the past several
months and that we share her concern about furniture for the Rec Center pool. We will be
purchasing tables and chairs, and perhaps some umbrellas and lounge chairs. The folding
tables are for lessons and meets, and the hooks are to keep personal items off the deck.
As far as keeping the pool open until 10 pm, the previous demand (1.5 members from 9 -
10 pm) was insufficient to keep the pool open an extra hour.
Russ suggested that Dr Alvarado go to Council with the request for increased hours. He
also indicated that chairs and tables will be coming when funds are available.
Tim also mentioned that the pool is vacated at 8:30 pm for shut down activities, whereas
the cardio and weight room cleaning and maintenance is on-going throughout the day.
Staff and instructors are responsible for cleanup in the multipurpose rooms.
IV. Park Ambassador "Goodie Packets" Presentation - John Cadena - postponed
V. Opening Greenspace on the West End of Colonial Park - Mardi Turner
Mardi made a recommendation that we budget funds for a seasonal fence to allow use of
the west end of Colonial Park as a park during the off season for the CP pool.
Tim indicated that a fence would cost approximately $9,000 and would have a 15 year life.
Teresa asked where the access point to the park would be. Tim said that we would use
the existing double gate on Westpoint.
Tim also said that with the improvements that have been made on the east end of Colonial
Parks and Recreation Board Minutes page 2
Park, this may not be necessary, but he conceded that green space is at a premium and
said that he has no problem going to Council with the recommendation. He suggested that
perhaps Friends could provide funds.
Leah said that Friends might be reluctant due to their other commitments. She asked if
the space it be used as a party area, and rented out. There is power.
Charles likes the idea of having additional green space.
Mardi formalized her suggestion with a motion that we recommend the inclusion of the
$9,000 to build a fence to allow use of the west end of Colonial Park as a park during the
off season in the next year's budget.
Teresa seconded the motion which was passed unanimously.
VI. New Recreational Facilities Update - Tim O'Connor
Colonial Park was officially opened on May 29 and has been a resounding success,
averaging over 500 people per day for each of last four days, versus 150-175 per day at
the old CP pool. Revenue totals are $83,000 so far. 449 memberships covering 1,913
residents have been sold. This is 75% more memberships than have ever been sold for
CP. We are also averaging $5.50 per person on concession sales.
Tim said that staff is pretty much maxed out on what they can get done at this point.
They are still ramping up operations at both locations, so any new marketing and branding j
ideas (logo shirts, towels, hats) will have to wait until all of the startup issues have been
addressed.
The operating budget for Colonial Park is $199,568. We have already covered 41% of the
budget.
Over 2,000 memberships have been sold for the Rec Center. Revenues from memberships
and classes total $400,000, which is a 56% return on the budget ($716,000) to this point.
We have the largest enrollment in summer camps in 5 years. Most camp sessions and
classes are "making".
The first swim meet was last night and was very successful.
The Colonial Park water feature is scheduled to be delivered on June 4. It will take one
week to install, but the pool will not be closed. The installation will take place at night
from 8 pm to 6 am.
Janine asked whether we are keeping statistics on facility usage so we have the
information available when we go to revisit fees? Tim said yes, and that there may not be
a need to increase fees in January when they would otherwise go to the published
schedule, i.e. double.
VII. Friends Board Report - Leah Ragiel
The Friends Board does not meet during the summer, but Leah reported that
• Underwriting letters for Fathers and Flashlights are in process.
• They are looking at a $100,000 grant opportunity from Humana that could be used to
fund workout stations around the Rec Center track.
• They are still working on the sponsorship project, gathering information on how donors

are recognized by other organizations.
• They are also revamping their "business partnerships" and talking to Texas Citizens
Bank, Tiny Boxwood's, HEB, Randall's, and looking for a sporting goods store with
Fathers and Flashlights tie in.
• Leah would like to increase non-event related revenue.
VIII. Staff Reports - Tim O'Connor
No additional updates
IX. New Business
Kevin suggested a summer hiatus. Tim said that he is not anticipating any issues coming
up that would require board action. Janine expressed concern because we have just
opened two new facilities and we need to hear feedback from the residents. Russ
suggested that we just skip July.
After additional discussion, a motion was made to skip our July meeting. The motion was
unanimously approved.
X. The meeting was adjourned at 8:30 pm.
The next meeting is scheduled for August 11, 2010 @ 6:30 pm in the conference room at the
Recreation Center.
