Call to Order: The meeting was called to order at 6:35 pm by Russ Schulze, Chair.
II. Review and Approval of Minutes of the September 1, 2010 meeting: The minutes were
approved as submitted.
III. Citizen Comments - none
IV. Friends Board Report - Leah Ragiel - see attachment #1
V. Proposed 2011 Parks and Recreation Fee Schedule - Tim
The first reading is scheduled for October 11, and the second/final for October 25. Tim
believes that Council will approve the schedule.
He also mentioned that there has been some interest in renting the Rec Center for parties.
We agreed that such rentals would be appropriate only if they do not take time away from
the regular members.
Teresa expressed concern that all of our information is included in the budget. Tim
assured her that it is.
VI. Discussion of matters relative to the possible sale and consumption of alcohol at municipal
rental facilities
Tim said that from previous discussions, our consensus seems to be that the majority of
the Board would favor allowing alcoholic beverages at private functions and at certain
community events such as Classical Concerts and Party on the Patio, but that we don't feel
that alcohol should be for sale at any of the community facilities.
Janine questioned the need for a uniformed officer at functions where alcohol is being
served. Tim indicated that this was the recommendation of the city attorney.
Kevin and Kathleen expressed concern about the city's potential liability if alcohol is
permitted at functions occurring on city property.
Russ pointed out that Council may ask us to look at this issue, but that hasn't happened
yet.
Tim said that there are no revenue losses associated with the current alcohol nolirv_

Janine asked if rentals would increase if we did allow alcohol. Tim indicated that there is
not a lot of demand since the alcohol policy is known and understood.
Mardi said that she supported allowing alcohol at community events like Party on the Patio
and Classical Concerts. Janine agreed that it would be unrealistic to expect the attendees
at these events to change their behavior at this point.
VII. Review of sub-committee efforts in developing "Party Packages" for municipal rental
facilities
In Sona's absence, Janine reported that Sona has four people, representing different kid's
age groups, lined up to work on this project.
VIII. Staff Reports - Tim O'Connor
Operations overview - they ramping up for Senior Center/Community Building renovations.
The new roof is already on. Much of the work is being done by staff and the goal is to be
finished by the end of April. They will be painting both exterior and interior, redoing the
floors and renovating all four bathrooms and the kitchen.
TriSports Youth Soccer - started use the new WUPRC field on Wednesday night.
Budget - The entire PARD is at about $850,000 revenue for the year. Tim is shooting for
$1,000,000 in 2011. They are starting to look at more cultural activities to recognize the
increasing diversity in the city.
Fall attendance at Colonial Park has been very low. He may recommend that we don't
open in the fall next year except for very specific special activities. Attendance dropped off
right after school started. The pool will be kept open through Halloween this year.
There have been reports of commercial enterprises facilitating parties in the parks. We
have no control over this as the majority are parties sponsored by residents
Friends is investigating the development of consistent signage for the parks, and we may
want to take a look at this as well.
Board Reports
Janine reported that the Scout House needs freshening up. Tim said that we have 23
scout groups using the facility and perhaps they could to step up and do some of the work,
or at least raise funds for any refurbishment.
X. New Business
Tim indicated that the new website is supposed to roll out the in early 2011, and that he'll
arrange for us to review it during one of our meetings.
• Teresa asked if the Park's Board will have a presence on the new web site.
• Kevin asked if there is someone we can send website ideas to.
• Janine thought it might be interesting to add a link for surveys.
Tim said that there have been some complaints about not having a water fountain on the
east side of Colonial Park, outside the playground. They are working on it.

CHAIR OF FRIENDS REPORT TO THE PARKS BOARD

Organizational
• Anne Freeman and Courtney Archer's nominations to our board were accepted by City
Council on September 13, so they are official board members now. The following board
members whose terms were expiring have renewed their 3 year terms: Susie Garofolo,
Debora Connelly, Stephanie Roman, and Susie Boyce.
• Beth Lane (stork/e-store) Stephanie Davis (marketing) and Elizabeth Karkowsky (PR) have
not renewed due to other commitments.
• Donna and I met with and extended an invitation to join our board to Katie Hill, a marketing
manager at Chik-fil-A who had been recommended to me by Joni. Her appointment to our
board will be taken to City Council at their next meeting.
• Donna and I are due to meet with another prospective board member, Sonny Brandtner, on
October 26tH
• We are currently looking for new board members with PR experience and one to help with the
stork program.
Party for Joni/PLB Kick-off
• Thank you to everyone that helped with and attended the the Party honoring Joni Fichter on
September 26tH. It was a big success.
Park Subcommittee
The Judson Park committee has its first meeting to select the park equipment for that park
renovation. T. F. Harper, the equipment vendor, will be coming back with some concepts in
the second meeting.
• We hope to start the process of selecting equipment for Whitt Johnson after the Judson
process concludes - probably in the new year.
EVENTS
Fathers & Flashlights
Registration still sold out.
• Final headcount 272 dads, 485 kids, 22 century club members.
• Fundraising: last year at $31,660, this year $46,915 and still time remaining for more to come
in.(these are gross figures)
• New Lead Underwriter - Direct Energy at $4,000.

• Committee added over 600 new names as underwriting prospects this year to the list.
Underwriting campaign underway. Letters being mailed at end of week.
• Regarding auction - Still need bigger ticket items, trips, golf cart, jewelry, etc., but items are
coming in from previous donors.
• Robert Reid will be the auctioneer.
Business Partners
• REI link on Friends website established and everything is set and ready. Will also be noted in the
e-blast that goes out to all registered F & F campers. Reminding people to shop for their camping
needs at REI as each sale made through the Friends website earns a 7% commission for Friends
all year long.
Friends & Neighbors Guild
• PARD will begin helping us manage our database. Have just set up for this. Friends will
be responsible for the writing of the messages, but we will have this administrative support
from PARD which will help tremendously.
• Kick-off meeting will be on October 28th at the Rec Center at 10:00 a.m.
o Sign ups for Guild membership begins.
o Announcement of meeting will also announce playgroup sign ups and attach Guild
membership forms to complete and bring to the meeting.
o We will begin playgroup sign ups, while showcasing where we will be holding the
playgroups.
• Agreed on $35 as a reasonable fee for joining the guild.
• Second meetings will be around the second week of December as an evening function (in
hopes that this will become a tradition).
• Spring meetings around the second week of February and second week of April.
