Call to Order: The meeting was called to order at 6:33 pm by Russ Schulze, Chair. II. Review and Approval of Minutes of the June 2, 2010 meeting: The minutes were approved as submitted. III. Citizen Comments - none IV. Proposed 2011 Parks and Recreation Fee Schedule Tim presented a packet of information on the 2011 fee proposal, including emailed comments from board and Council members. Janine suggested that we look at a pricing strategy for Colonial Park that encourages people to purchase memberships rather than drop in and that we keep the membership fee the same and increase the drop-in fee. She also feels that we should wait on opening Rec Center to non-residents until we have more experience at the facility and that there should be no change in the current guest fee policy at Colonial Park. John has heard complaints about the fee for guests at Rec Center. He thinks the guest fee should be dropped to $8 (from $16). He also feels that the pool rental fee of $800 is too high. In the following general discussion about comparable party facilities, Tim pointed out that the Colonial Park facility was booked for rentals at 60-70% of capacity and that the pool rentals serve as an indirect marketing tool, encouraging people to buy memberships because of their experience at a pool party. Teresa suggested that if we are already at 70% of capacity on rentals that we could propose a nominal increase to $600. The Board agreed unanimously with this suggestion. Tim presented the remainder of the fee recommendations and made some corrections that were noted. We had an extended discussion about Colonial Park membership prices. Tim suggested that any excess funds could be put into escrow for future maintenance and equipment. We finally agreed on $175 for a family membership and a $425 for a combined family membership (Colonial and the Rec Center). Janine then moved to approve the 2011 fee structure, as amended. Teresa seconded the motion. The motion was unanimously approved. Parks and Recreation Board Minutes page 2 V. Discussion regarding sale and consumption of alcohol at Colonial Park Pool, Community Building/Senior Center, Scout House, and Recreation Center Tim said that this subject had originally been discussed in 2006 and that Council tabled it at that time. He has been hearing that many customers at Colonial Park would like to have beer and wine available. A good portion of rental customers would like to have champagne toasts or the like at all of our rental venues. He would like to recommend that we allow consumption (not sale) at these venues - since it is already happening at Party on the Patio and Classical Concerts. After discussion, this topic was tabled until the September meeting. Tim will distribute materials from the 2006 discussion prior to that meeting. VI. Friends Board Report - Leah Ragiel The next meeting of the Friends Board is scheduled for September 1. In the meantime, preparations are underway for Fathers and Flashlights and for a recognition event for Joni Fichter, to be held on September 26. Leah continues to look into non-event related fundraising opportunities including more direct business partnerships and direct underwriting. VII. Staff Reports Tim recommended that we all drive through Town Center and check out the cleanup efforts, including the Scout House plantings and fencing. VIII. Board Reports Janine reported a problem with a muddy area at Colonial Park pool, in the area near the spray guns. Tim indicated that staff is aware of the problem and is investigating the cause. Sona said that the grass on the two hills at Huffington is gone and asked if it could be resodded. Tim thinks that maybe the grass will come back in the fall, but will look into it. IX. New Business Teresa commented that the staff at the Rec Center is delightful and that the atmosphere is really pleasant. Janine asked that everyone think about what our objectives should be for the next year, and how we can achieve them. X. The meeting was adjourned at 8:00 pm. The next meeting is scheduled for September 1, 2010 @ 6:30 pm in the conference room at the Recreation Center.
