Call to Order: The meeting was called to order at 6:30 pm by Chairman Russ Schulze. II. Review and Approval of Minutes of the Nov. 4th, 2009 meeting: Approved III. Citizen Comments: None. Russ recognized Janine Schueppert's receipt of the Citizen of the Year award. IV. Recreation & Leisure Programming Sub-Committee Update: Janine reported that the second Focus Group was conducted for the parents of young children. Sona is transcribing the minutes from that meeting. Focus Groups for parents of Middle School and High School, and for Adults are being planned for early 2010. V. New Recreational Facilities Fee Schedule: Russ introduced members of this subcommittee: Brittney Bakes, Tim O'Connor, Kevin Boyle, Mardi Turner and Russ Schulze. Tim provided some history/background about previous fee structures. He commented that the old fee schedule had been very confusing for staff and for customers, and that the staff needed clear expectations from Council regarding Operations and Maintenance. Decision was made that Colonial Park would be open only to Residents and their guests until we could determine how popular the pool would be. Kevin distributed a draft of suggested fee structures. He indicated that much research had been done on what other similar-sized communities are doing, and that the sub-committee had worked hard to develop a fee structure that meet two key guidelines: 1) Fairness to all residents 2) Simplicity Kevin then summarized some of the key points regarding the proposed fee structure: Proposed Recreation Center fees represented a 45% savings over rates charged at the David Weekly YMCA. He proposed that the center be open to all, even if you cannot pay. Teresa asked what percent of users were resident vs. non-resident. Tim indicated that 35% of pool users were non-residents, and that 85% of Rec Center users were non- residents. Leah & Sona expressed concern that non-resident fee was too low. Russ reminded the Board that we can relook at the demand/usage and reassess fees at the end of the year.
