CITY COUNCIL SPECIAL SESSION
MONDAY, NOVEMBER 22,1999
MUNICIPAL BUILDING
3800 UNIVERSITY BLVD.
6:30 P.M.
The City Council convened in Special Session in the Municipal Building Conference
Room (3800 University Blvd.) on November 22, 1999, with the following members
present: Mayor Lewis presiding, Council Members Ballanfant, Bertini and May. The
City Manager, City Secretary, City Attorney, Public Works Director, Finance Director,
and Police Chief were also present. Council Member Grubb was absent.
The notice for this meeting was posted in accordance with the Texas Government Code,
Chapter 551, on the 19`h day of November 1999 at 5:00 p.m.
Agenda Review
The City Council reviewed the regular meeting agenda and discussed items under
consideration with the Staff.
Matters related to Pre-Treatment of Trees:
Council Member Bertini questioned the need to spend $139,114.50 for the pre-treatment
of trees in Priority Areas 7B, 8 and 12. He asked if the City could provide the same level
of protection at a lower cost.
Council Member Ballanfant asked if the Staff could utilize internal skills for the
protection of the trees.
The City Staff will provide a report during the next Council session.
Report from Recycling and Solid Waste Reduction Board.
Matters related to a report presented by Rick Jenkins, Chair of the Recycling and Solid
Waste Reduction Board.
Mr. Jenkins reported that the Board was currently involved in the following projects:
1. West University Elementary school: Solvay "bring a bottle, build a bench" was very
successful; total cost was $375 but the total benefit was un-measureable.
2. Public Education: handout in currents, dump day program; internet content; monthly
paragraph in City Currents; Do's and Don'ts handout printed in local papers
(Chronicle and Village News have agreed to re-print for no fee)
3. Hazardous waste disposal issues: resident questions; COH programs; partnership with
COH.

4. Bin test project: needs follow up and resident feedback
5. April WUP/Southside event: contacts made at Texas Recycles Day; need specific
date; available funds
Mr. Jenkins reported that there was a vacancy created on the Board due to one of the
members moving out of town. He requested that the City Council appoint Steve Stelzer
to the Board. Mr. Stelzer is already an avid participant and is very kriowledgeable.
The City Council requested the City Secretary to prepare a resolution for the next council
meeting to appoint Mr. Stelzer.
The City Council recessed the Special Session at 7:30 p.m. The Special Session
reconvened at 8:37 p.m.
Quarterly Report.
The City Council reviewed the Quarterly Report with the City Staff.
Report from Board or Commission Liaisons.
The City Council reported on Board or Commission meetings attended by the liaisons.
Council Member Bertini reported that the Traffic Task Force was meeting Wednesday,
November 24.
Mayor Lewis reported that the Zoning and Planning Commission was addressing
planning by using the sub-committee approach. The Senior Services Board was working
to develop a stronger policy statement. She stated that the Board was not receptive to the
idea of increasing fees for non-residents involved in the Senior Services program.
Inquiries, requests and complaints.
The City Council reviewed matters received from the public and referred them to the
appropriate department or placed them on a future agenda for consideration or action.
Adiournment.
With no further business to come before the City Council at this time, a motion was made
by Council Member May, seconded by Council Member Bertini, to adjourn. The Special
Session adjourned at 9:30 p.m.
