HomeMy WebLinkAbout082399S CC Minf CITY COUNCIL WORKSHOP SESSION MONDAY, AUGUST 23,1999 MUNICIPAL BUILDING 3800 UNIVERSITY BLVD. 6:30 P.M. The City Council convened in Workshop Session in the Municipal Building Conference Room (3800 University Blvd.) on August 23, 1999, with the following members present: Mayor Lewis presiding, Council Members Ballanfant, Bertini, Grubb and May. The City Manager, City Secretary, City Attorney, Police Chief, Parks and Recreation Director and Public Works Director were also present. AGENDA REVIEW: The City Council reviewed the regular meeting agenda and discussed items under consideration with the Staff. STREET LIGHTS: Floyd LeBlanc, Carlton Porter and Patrick Stevenson, representatives from Reliant Energy/H.L.& P, made a presentation on pedestrian and street lighting. NICARAGUA RELIEF EFFORT: Matters related to a request from the West University Rotary Club to sponsor a relief program to benefit Nicaragua. West University Rotary Club member Gene de Laveaga requested that the City of West University help with a collection drive during the month of September by placing collection barrels at the Fire Department and Community Building. The City Council agreed to sponsor the relief program. The City Council recessed the Workshop Session at 7:30 p.m. The Workshop Session reconvened at 8:00 p.m. RECYCLE BINS: Matters related to a trial program to test the use of recycle bins in parts of the City. Public Works Director Ed Menville reported that in early 1999 staff presented the Recycling and Solid Waste Reduction Board with a proposal to use special bins for placement of commingled recyclables (glass, aluminum cans, bi-metal cans and 1 & 2 plastics). City Council Workshop Won, August 23, 1999 0 The bins would make it easier for residents to recycle and provide a permanent collection container for these materials. The Board endorsed the use of the containers and the development of a trial program to test the acceptance of these containers by residents. Seven hundred and sixty recycle containers have been purchased from the Solid Waste Fund at a cost of $4,605. Containers are scheduled to be delivered to the southeast section of the City that has been designated as the test area prior to September 1. The Board and City Staff would review the program at the end of 90-120 days and survey residents to determine the acceptance of the bins as well as determine what result, if any, the bins have had on recycling volumes. Rick Jenkins, Chair of the Recycling and Solid Waste Reduction Board, was present at the meeting. The City Council directed the Staff to move forward with the trial program. ZONING AND PLANNING COMMISSION: Matters related to zoning and long range priorities. Charles Nelson and Larry Kelly, members of the Zoning and Planning Commission, discussed various issues that they believe need to be addressed by the Commission in the 1999/2000 term. REPORT FROM BOARD OR COMMISSION LIAISON: The City Council reported on a Board or Commission meeting attended by the liaison. Council Member Bertini reported on the meeting held by the Recycling and Solid Waste Reduction Board. MEETING WITH SOUTHSIDE PLACE: Matters related to a meeting to be held on August 24, 1999 with officials from the City of Southside Place. Mayor Lewis stated that during the meeting with the City of Southside Place she would like to discuss a right-of-way agreement regarding street lights, a joint community event and replacement of the fence at the elementary school INQUIRIES, REQUESTS AND COMPLAINTS: The City Council reviewed matters received from the public and referred them to the appropriate department. 2 City Council Workshop Won, August 23, 1999 0 EXECUTIVE SESSION: Matters related to the appointment of members to the Zoning Board of Adjustment and Zoning and Planning Commission. Closed Executive Session to be held under Section 551.074, Texas Government Code. The City Council convened in Executive Session at 9:01 p.m. with the following members present: Mayor Lewis presiding, Council Members Ballanfant, Bertini, Grubb and May. The City Manager and City Secretary were also present. The City Council closed the Executive Session at 9:35 p.m. and convened in open session. ADJOURNMENT: With no further business to come before the City Council at this time, a motion was made by Council Member Grubb, seconded by Council Member Bertini, to adjourn. The Workshop Session adjourned at 9:36 p.m.
