CITY COUNCIL WORKSHOP SESSION

The City Council convened in Workshop Session in theCorwnunity Building (6104 .
Auden) on August 24, 1998, with the following members present: Mayor Fogler
presiding, Council Members Davis, Neal, Sparkman and Starich. The City Manager,
City Secretary, City Attorney, Finance Director, Fire Chief, Police Chief, Public Works
Director and ;parks and Recreation Director were also .present. .
AGENDA REVIEW:

The City Council reviewed the regular meeting agenda and discussed items under
consideration with the Staff.
WHITT JOHNSON PARK RECONSTRUCTION:
TheCity Council considered a concept plan for the reconstruction of Whitt Johnson Park.
Scott Slaney from SW AGroup presented the concept plan and a cost estimate.
The City Council recessed the Workshop Session at7:30 p.m. to.convene in Regular .
Session.

City Manager Sherman Yehl suggested that the City Planners review the plan.
1998 BOND ISSUE:
The Council Council considered the~pproval of a preliminary official , statement for the
1998 Bond Sale as prepared by the City's financial advisors, Dain Rauscher, Inc:,
A motion was made by Council Member Starich, seconded by Council Member Dayis, to .
approve the two preliminary official statements dated August 24, 1998 as submitted by
Dain Rauscher, Inc.
direct traffic enforcement efforts to our inner residential streets. Areas of concentration
will include STOP sign violations, school zones, speeding, and constructions detour
zones. Such change is going to require not only continued commitment from the
departments that traffic enforf~m~l1tprograms will be maintained, but~,F?~rception that
these enforcement actions. ate reasohable, fair, and consistently enforced. Voluntary
compliance on the part of drivers is also required.
The City will continue to allocate funds to assign one full-time officer to traffic
enforcement as well as supplement, through the use of overtime, three additional hours
per weekday, for STEP. It is anticipated that enforcement revenue will decrease with the
implementation of this program.
It is staff's recommendation that a re-directed traffic enforcement program be
implemented.
The City Council authorized the STEP program.
SOUTHWESTERN BELL PROPERTY:
This agenda item will be discussed at a later meeting.
INQUIRIES. REQUESTS AND COMPLAINTS:
The City Council reviewed matters received from the public and referred them to the
appropriate department or agreed to place them on a future agenda for consideration or
action.
,ADJOURNMENT:
With no further business to come before the City Council at this time, a motion was made
by Council Member Sparkman, seconded by Council Member Davis, to adjourn. The
Workhsop Session adjourned at 10: 12 p.m.
