CITY COUNCIL WORKSHOP SESSION
MONDAY, FEBRUARY 23, 1998
MUNICIPAL BUILDING
3800 UNIVERSITY BOULEVARD
6:45 P.M.
The City Council convened. in Workshop Session in the Municipal Building (3800
University Boulevard) on February 23, 1998 with the following members present: Mayor
Fogler presiding, Council Members Starich, Davis and Neal. The City Manager, City
Secretary, City Attorney, Fire Chief and Public Works Director were also present.
Council Member Sparkman was absent.
AGENDA REVIEW:
The City Council reviewed the regular meeting agenda and discussed items under
consideration with the Staff;
GOALS AND OBJECTIVES:
The City Council discussed goals and objectives with Lori Gobillot, Chairperson from
the Neighborhood Safety Board.
Mrs. Gobillot stated that the Safety Board had met several times since the beginning of
the year. and has identified'its strategic.priorities and goals for the next year. In order of
priority they are education, perception, business community outreach, crime tracking and
infrastructure.
YMCA PROPERTY:
The City Staff presented an update on the status of the YMCA property.
EXECUTIVE SEARCH:
The City Council considered the engagement of an .executive search firm for the
recruitment of a new Police Chief.
City Manager Sherman Yehl reported that with the recent resignation of the chief of
police, a decision must now be made regarding the recruitment and selection process.
While the City could undertake certain portions of this recruitment, the. use of a
professional executive search' fIrm would enhance the staff's ability to select the right
person for the right job at the right time. Depending on the tasks, the search will cost
between $7,500 and $14,000 plus expenses of between $6,500 and $12,000. This search
was not anticipated in the 1998 Budget.

Typically, a search firm would provid~the following services:
> Position analysis
> Advertising/marketing campaign; candidate recruitment
~ Screen resumes
.~ Conduct preliminary reference ch~cks
~ Conduct screening interviews
> Complete background evaluations.and/or psychological profiles
> Coordinate final interviews
The City could select a firm to provide all services or focus efforts either at the front-end
or the back-end of the process. A fullsearch would cost approximately $14,000, plus
expenses, with a partial search around $7,500.
Mr. Yehl stated that it was the staffs recommendation that the City Manager be
authorized to execute a contract for professional services with an executive search firm to
assist in the recruitment and selection of a new chief of police.
The City Council authorized the City Manager to move forward with the selection of an
executive search firm.
The City Attorney left the meeting at 8:50 p.m.
TOWN MEETING:
The City Council discussed comments and suggestions made at the Town Meeting held
on January 21, 1998.
INQUIRIES. REQUESTS AND COMPLAINTS:
The City Council reviewed matters received from the public and referred them to' the
appropriate department or agreed to place them on a future agenda for consideration or
action.
ADJOURNMENT:
With no further business to come before City Council at this time, a motion was made by
Council Member Davis, seconded by Council Member Neal, to adjourn. The workshop
session adjourned at 10:07 p.m. .
