TOWN MEETING WITH CITY COUNCIL
CITY OF WEST UNIVERSITY PLACE
WEDNESDAY, JANUARY 21, 1998
COMMUNITY CENTER, 6104 AUDEN
7:00 P.M.

The City Council convened ina Town Meeting in the Community Building (6104 Auden) on
January 21, 1998, with the following members present: Mayor Fogler'presiding, Council
Members Starich, Davis, Neal and Sparlap.an. The City Manager, City Secretary, City Attorney,
Fire Chief, Police Chief and Public Works Director were also present.
TOWN MEETING:
A town meeting was held before the City Council to discuss establishing a comprehensive good
neighbor enforcement policy.
City Manager Sherman Yehl presented an overview of some of the concerns raised by residents.
Members of the public were invited to ask questions or speak on any items they wanted to
address.
John Sumner, 3305 Tangley, spoke to the City Council about excessive noise and air and dust
pollution from leaf blowers.
Leo Sacchi, 3768 Rice, spoke in opposition to leaf blowers. He stated that joggers in the streets
were okay if they would let cars pass by.
Jack Korber, 2911 Robinhood, stated that he wanted enforcement of the existing laws.
David Washburn, 4210 Swarthinore, asked that the City Council to not adopt a policy that would
force joggers on the sidewalks. He stated that the sidewalks were in bad shape.
Ken Hoffinan, 4212 Ruskin, spoke to the City Council about garbage being placed at the curb
too early. He also spoke about dogs in the parks and cars speeding.
Stan McCandless, 3712 Rice, spoketo the City Council about stop signs andjoggers. He
suggested that people need to be neighborly and tolerate the joggers in the streets especially
those in groups.
Gerald T. Kerbow, 2630 University, spoke about dog droppings, the groWth of the City and
bureaucracy.
Karen Lopez, 5815 Charlotte, asked for better sidewalks in the City.
R. K. Mitchell, 3915 Swarthmore, stated that the City does not comply with its own drainage
ordinance.
Hank: Edwards, 6412 Sewanee, spoke about pedestrians in the streets.
Helen Howell, 2703 University, spoke about dog droppings.
Gay Rogers, 6310 Belmont, asked that the City build good sidewalks. She also addressed dog
droppings, changing the hours for using leaf blowers, radio and speakers in backyards and the
neighbors flooding her property.
Bobbie Bowen, 4002 University, suggested putting a dumpster at the Recycling Center for
people to dump their trash. She also commented on installing sidewalks next to trees 'and
permanent dog tags.
Denise Beck, 4112 Ruskin, addressed traffic issues on Academy and Ruskin. She asked that
some sort of landscaping be installed instead of pipes. She also addressed a signage problem in
that area.
Edward Vesely, 6351 Sewanee, spoke to the City Council about repairing the sidewalks. He
commented that he has seen the City Police run the stop signs. He stated that cat owners do not
clean up after their cats and he asked that the Rice Pocket Park be made into a dog park.
Bob Whitman, 4103 Milton, spoke against leaf blowers, dog owners not cleaning up after their
dogs and asked the City to repair the sidewalks.
John Lauderdale, 6341 Vanderbilt, commented that he thought there were too many rules and
regulations.
Pat Bemrose, 3904 Ruskin, spoke about broken and blocked sidewalks.
John Bemrose, 3904 Ruskin, suggested that the City stop issuing permits where the driveways
are not long enough to park cars without blocking the sidewalks.
Lisa Watkins, 4220 Ruskin, spoke about cars blocking the sidewalks and asked thatthe City
repair the sidewalks. She opposed garbage being placed out too early, dogs in the parks, garage
sales where residents do not clean up after the sale, bad drainage arid city department heads not
living in the City.
Connie Clark,4232 Sunset, wanted some the stop signs removed. She asked that the City
reexamine their traffic engineering plan.

Marcia Tibbets, 6114 Annapolis, stated that she belonged to the street walkers in West U and
,asked residents to be neighborly.
D. Musher, 6336 Wakeforest, spoke against forcing walkers and runners on to the sidewalks.
She suggested that they wear reflective clothing.
Debbie Shepler, 3730 Arnold, commented that she did not think the City Council knew what
quality of life means or_what the citizens want. She stated that the Police should not be involved
in code enforcement. Mrs. Shepler commented on the garbage ordinance, kids between the ages
and 9 and 15 not having any place to go, the scout house not being available to scouts and
signage at the recycling center. She asked that Gary Brye become the next Police Chief. She
presented a petition signed by children living in West U asking for a skate park.
Ken Rogers, 2823 Plumb, suggested that joggers be required to wear reflective clothing.
Rosemary Minard, 2639 Pemberton, asked the City to ban leaf blowers.
John Newcaster, 6425 Virginia Court, commented that the culture of the city should be
considered. He pointed out that there would always be joggers in the streets because the
sidewalks were not safe. He addressed using a microchip as a permanent registration for an older
dog.
Margaret Harper, 6528 Belmont, commented that she wanted to run inthe streets and not on the
sidewalks.
Bernie Minard, 2639 Pemberton, commented that the construction was causing more tra~c on
Annapolis~ He stated that the foliage was also caused a p!oblem when trying to back out of his
driveway.
Paula Krisko, 4216 Marquette, commented that sprinkler systems timed to go off in the middle of
the night was a problem for her. She also addressed animal droppings in her yard.

A1an~, Arbuckle, opposed leaf blowers in the City.
In addition to the comments, the City Council received numerous written questions from
residents on related items. These questions will be answered in City Currents.
ADJOURNMENT:
With no further business to' come before the City Council at this time, the Town Meeting
adjourned at 9:15 p.m.
