Meeting Minutes
March 4, 2010
MEMBERS PRESENT: Bryant Slimp, Karen Johnson, Laurinda Lankford, Frank Griffin,
Ed Heathcott, Thomas Kearns and John Tsertos
MEMBERS ABSENT: David Flame and Gerami Granello
I STAFF PRESENT: Building Official John R. Brown
GUESTS PRESENT: Robert Riquelmy, Tracy Cowan, Charming Cowan, Ben Ballanfant
and Angela Grant
[Call to Order] Bryant Slimp called the meeting to order at 6:02 p.m.
1. Notices, Rules, Etc. Bryant Slimp welcomed BSC members, visitors and staff members to the
meeting. There were introductions of BSC members, staff and visitors. Bryant Slimp stated
Thomas Kearns would be the alternate voting member for the meeting.
2. Meeting Minutes. No action was taken since meeting minutes of February 4, 2010 were not
available.
3. Covington Builders. John Brown stated the City is going to withdraw the complaint since
Covington Builders has fully complied with all outstanding issues. Covington Builders paid into
the tree trust for the tree replacement inches and have completed all outstanding inspections.
4. Request to modify building orientation per variance approved on August 20, 2009, Docket
Number 2009-02 regarding property at 3756 University, West University Place, Texas
77005. John Brown passed out copies of the previous approved variance to the BSC members.
John Brown stated the school is requesting to have the temporary building rotated 90 degrees.
John Brown stated the school is requesting the building to be rotated because there were some
issues with CenterPoint regarding the overhead power lines that could not be rectified. John
Brown stated the original expiration date for the variance is September 1, 2010, which has not
changed. If the school does not have the work completed by that time, they will have to ask BSC
for an extension. Laurinda Lankford asked if the school was going to make a presentation for the
variance. John Brown stated they would not be since all they are doing is asking for a change in
the rotation of the building. Laurinda Lankford stated she went by the jobsite and did not see any
issues regarding the power lines. Laurinda Lankford also stated she did not find the paperwork to
allow Reginald Mack to act on behalf of Houston I.S.D. John Brown stated this information was
provided with the original variance request and he did not find it necessary to have the school
submit another entire application just for the rotation of the building. Legal counsel suggested
another application be submitted with the change request. Frank Griffin made a motion to amend
the site orientation only of the temporary classroom building located at 3756 University from the

length of the building running North and South to East and West, 90 degree rotation. Thus,
providing a greater distance from the residential dwellings along Rice. The original expiration
date of September 1, 2010 shall remain unchanged per the variance issued under docket number
2009-02, dated August 20, 2009. Thomas Kearns seconded the motion. AYES: Bryant Slimp,
Karen Johnson, Laurinda Lankford, Frank Griffin and Thomas Kearns. NOES: None.
ABSTAIN: None. Variance amendment approved.
