HomeMy WebLinkAbout02112010 ZPC Minutes City of West University Place A Neighborhood City ® Recycled Paper ZONING & PLANNING COMMISSION BILL WATSON CONFERENCE ROOM 3800 UNIVERSITY BOULEVARD MEETING MINUTES February 11, 2010 MEMBERS PRESENT: Steve Brown, DeDe DeStefano, Bruce Frankel, Lauren Griffith and Bob Higley MEMBERS ABSENT: Dick Yehle and Sam Parikh COUNCIL: none i STAFF PRESENT: Debbie Scarcella, City Planner; Sallye Clark, Planning Assistant; Dave Beach. Assistant Public Works Director and Josh Golden, City Legal Counsel Call to Order With quorum present at 6:17 p.m., Steve Brown called the meeting to order and those present introduced themselves. 1. Notices, Rules, Etc. ZPC and staff introduced themselves. 2. Minutes. January 11, 2010 Bruce Frankel made a motion to approve the minutes as written. Motion was seconded by Lauren Griffith. Ayes: Steve Brown, Lauren Griffith, DeDe DeStefano and Bruce Frankel. Noes: none. Minutes approved. Bob Higley arrived at 6:23 p.m. during agenda item 3 after January 14, 2010 minutes were approved. 3. Rezone Request for 5800 Kirby Drive. The ZPC members discussed the comments received at the public hearing held on February 8 with City Council. They then discussed the options to take in writing the final report to council. Reid Wilson, 3824 Case, legal counsel representing the applicant and Bob Orkin, applicant gave a presentation of the rezone request. Rosemary Beauvais, 5902 Lake Street spoke in opposition of the request because of parking issues and her faith in the City as a homeowner being broken if the property was rezoned. A lengthy discussion followed concerning the applicability of conditions upon the rezoning request and the enforcement authority of the city as it pertains to any concessions agreed to by the applicant. Bob Higley made a motion to table the discussion and take no action until the next meeting. De De Destefano seconded the motion. Ayes: Bob Higley and De De Destefano. Noes: Steve Brown and Lauren Griffith. Bruce Frankel abstained. Motion failed. A discussion ensued concerning additional information to consider before taking any action. The applicant indicated he would not be averse to waiting until the next meeting for action on a final report to council. The consensus of the commission was that careful consideration should be given to the rezoning request in order not to break the trust with the neighboring residents as well as any proposed tenant. ZPC agreed to end the discussion with no action taken. 4. Fences. Dave Beach, Assistant Public Works Director addressed ZPC concerning the traffic safety standards for visibility triangles. Mr. Beach went over the height standards as recommended by the City's traffic safety engineer. (see attached door hanger) The rest of the discussion concerning this proposal was tabled until the next meeting. 5. Basements. This item was tabled until the next meeting. Adjournment. Bob Higley made a motion to adiourn. Lauren Griffith seconded. Ayes: Steve Brown, DeDe DeStefano, Bruce Frankel, Bob Higley and Lauren Griffith. Noes: none. Motion passed.
