Anyone who believes that today's citizens are apa-
thetic, unconcerned and just don't care should be
encouraged by our recent experience with Sewage Lift
Station No. 12. I believe that emotional involvement,
impassioned speeches and time spent exceeded that
engendered by the Tree Ordinance Amendment.
No. 12 was originally planned to be located in
Colonial Dark. It was moved to Byron and Community
in the planning process. During the town meeting held
in the park to discuss the next infrastructure improve-
ments, citizens living on Community noticed its new
location and protested to the council and staff. Ever
responsive to citizen complaints, we asked for an
engineering report and put No. 12 on the council agenda
for public discussion in the event anyone wanted to
speak about it. Did they ever! Well over 100 citizens
spoke publicly, others gave deeply moving private talks,
prepared and circulated petitions, had signs, etc.
printed, wrote letters and carefully prepared reports
and, in general, let their opinions be known. It was a
wonderful display of how strongly West. U. citizens feel
about their city and their confidence that their efforts
would have results.
Of course, No. 12 has to go somewhere. West U. is
topographically flat; sewage flows downhill and has to
be strategically elevated to keep moving. We will do
our best to make No. 12's location odorless, unobtru-
sive, and even decorative. Thanks to all of you who got
involved for your contribution to participatory govern-
ment in West U. Deep it up.

Operation Get Smart a success
For the last three months, our officers have been actively watching for unsecured
property. When they have found bicycles left unattended or garage doors left open, the
owners were contacted and asked to secure property. During the first month, over 150
residents were contacted and asked to secure property. As the program continues, we
are contacting less residents because property is being better secured. So what is the
payoff? We have had a 30% reduction in the crime categories we have targeted,
specifically burglary and theft. The crimes have been reduced simply because we have
made our property harder to steal.
Make a bit
Every day you probably travel the same route home. Pick a corner. Turn the corner.
Look at your rearview mirror. See if any one is following you. If so, then drive to the
Police Department at 3814 University. Someone may, or may not, be following you.
But, it is better safe than to be sorry. Unfortunately, crooks are finding it easier to
follow someone home, and when they are getting out of their car, forcibly take money,
valuable property or your car. In the police business, we call it driveway robbery. The
only way to keep from being a victim is to be aware!
Lots of Alarms
We are continuing to receive many false alarm calls. City Ordinance states that you
will be billed $50 per false alarm after five in a year. We are still finding several
residents that have not registered their alarm with the Police Department again,
another violation. We have started to issue citations for not having alarms registered,
so come by City Hall for an alarm registration form if you need one. Trust us, your
neighbors will appreciate it when you are away, your alarm goes off, and, because your
alarm is registered, we are able to find an emergency contact person to shut it off.
Salary Committee
I want to take a minute to express my personal thanks to city council and city
management for initiating an employee task force on salary problems. We hope to
address our low starting salaries and the inequity between pay levels in the Fire and
Police Departments. Both of these issues have been important to my personnel, and we
appreciate the opportunity to address them.
Employee Recognition.
Every month we plan to ask a department head to recognize the special efforts of one
of his or her employees and let you, as residents, know a little bit about the very special
people who serve you. I would like to recognize the efforts of one of our patrol
supervisors, Sergeant Pete Johanson.
Pete has worked for the Police Department for a little over 6 years. He is married
and he and wife Karyn are expecting their first child this fall. To give you a little
insight into the dedication of this employee, I would like to relate one of his service
actions. In what can be assumed to be a teenage prank, a resident close to Kirby awoke
one morning to find his yard full of every type of real estate, advertising and construc-
tion sign available. It wasn't enough for Pete to just go over there, talk with the
homeowners and make a report. He wanted to help the resident remove those signs.
So, he first called all the available patrol cars over and signs were loaded into them
until they couldn't fit any more. Then Pete went over to Public Works, got a flat bed
truck and removed the rest of those signs. He returned as many of them as possible to
their owners. As you can tell, Pete is a dedicated employee who goes "the extra mile"
to satisfy our residents. Thanks, Pete!
