CITY COUNCIL SPECIAL WORKSHOP MINUTES
The City Council of the City of West University Place, Texas, met in a special workshop Monday,
December 7, 2009, in the Municipal Building, 3800 University Boulevard, West University Place,
Texas beginning at 4:30 p.m.
Agenda items were as follows:
CALL TO ORDER
Mayor Kelly called the meeting to order at 4:35 p.m. Also in attendance were: Mayor Pro Tern Fry,
Councilmembers Boehme and Segal, City Manager Ross, and City Secretary Lenz.
Mayor Kelly publicly announced that a closed, executive session would be held and identified the section
of the Open Meetings Law under which the meeting would be held. After the announcement, Council
conducted a closed, executive session beginning at 4:36 p.m.
Closed executive session held in accordance with Section 551.074 of Chapter 551 of the Texas Government Code
(personnel matters, to deliberate the employment, evaluation or duties of a public officer or employee.
1. City Manager Evaluation
Matters related to evaluation of the City Manager.
2. City Secretary Evaluation
Matters related to evaluation of the City Secretary.
City Council met with the City Manager and City Secretary individually to review and evaluate their
annual performance and then both were dismissed for Council discussion. Upon conclusion of
Council discussion, Councilmember Boehme moved to close the executive session and reconvene
into open session at 5:18 p.m. The following action was taken:
Councilmember Segal moved to increase City Manager Michael Ross' salary to $177,500, effective at
the beginning of the current contract year and calculated in accordance with the employment contract
terms. Mayor Pro Tern Fry seconded the motion. MOTION PASSED.

A motion was then made by Councilmember Segal to increase City Secretary Lenz's salary to
$76,800, effective January 1, 2010. Mayor Pro Tern Fry seconded the motion. MOTION PASSED.

Councilmember Segal moved to close the special workshop meeting at 5:20 p.m. Mayor Pro Tem Fry
seconded the motion. MOTION PASSED.
