HomeMy WebLinkAbout02122009 ZPC Agenda Item 5 Debbie Scarcella From: Tim Hansen [timhansenasia@comcast.net] Sent: Thursday, February 12, 2009 12:49 PM To: Debbie Scarcella Subject: Planning meeting - 5708 Buffalo Sp Attachments: perrmeable paversl .jpg; permeable paving2.bmp; Driveway stub - hansen.docx; Grasspave.pdf I might go the meeting tonight. Here are my suggestions to the text. Distribute as you deem appropriate. I have specified GrassPave before, a successful project now in use at Reliant Stadium for overflow parking. It uses plastic rings on a gravel base so that the entire surface looks like a turfgrass installation. Tim Hansen, ASLA Landscape Architect State of Texas #748 3131 Robinhood Street Houston, TX 77005 713-664-5413 713-899-0898 cell From: Debbie Scarcella [mailto:DScarcella@westu.org] Sent: Tuesday, February 10, 2009 12:43 PM To: timhansenasla@comcast.net Subject: Document2 1 Amendment to allowtiveway stubs on some site 1-7-2009 Amend subsection (b) of Section 10-103 as follows: (b) Yards and Street Areas. (JI In an SF District, all parking areas and maneuvering areas (including dead-end or stub driveways) must be behind the principal building or surrounded by opaque fences or walls at least six feet tall in height and all such areas are prohibited in front yards. Exception: building site or- adjaee, + street + the x4 + reasonably + provide a Wmar-ound allowing vehieles to leave and enter- the readway On a building site accessible only from a roadway marked for four lanes or more, there may be a driveway stub if it meets all the following criteria: (i) the stub must be designed to allow vehicles on a driveway to turn around and enter the roadway headfirst; (ii) the width of the stub may not exceed nine feet (plus up to two feet on each side for aprons),- (iii) the length of the stub. when added to the width of the driveway, may not exceed 24 feet (but if the site width is 60 feet or more the length of the stub may be up to 18 feet, in addition to the actual width of the driveway); (iv) the stub must be pervious pavement with a minimum pervious area of 50% planted to resemble a lawn; (v) aprons may not be larger than two feet in any dimension; (vi) no part of the stub or its aprons may be closer than two feet to an y property line or public sidewalk; and (vii) the stub may be located in the front yard only to the extent that existing structures or obstructions make another location impractical 2 In a non-SF District, no required parking space may be: (i) closer than 10 feet to a street area, except an alley, or (ii) farther than 500 feet (driving distance) from a street area. Further, I notice that cul-de-sacs and turnarounds are not addressed here, which is appropriate. I might suggest that turnarounds be permitted with similar attention to the safeguards above and be limited to lots having a minimum width of 100 feet parallel to the street. In this case on Buffalo Speedway, the apparent turnaround would take out a 4" cal. live oak in addition to requiring a curb cut. [I now realize that a second curb cut is not allowed anyway.] This argument would be helped by a graphic. ppr ~l y ~L ~'Ti a ~ k 3 ~~~A1G ~ y yF ~ t I S ♦7 ZT, A it 1 : yG ijt~1~ AA, A y t" t i ~ Kid ' C~ AFIL 1 New Headquarters and current technology solutions to your specific design problems MonwreHWcl orelGaldt11 Mh rr,tutitulg, orisfjrelaneerdtrueSthe laM Just immediately south of the new Denver International Airport from design professionals with construction experience. _ aroas mnrxenliny ttw rllsrw u r i cd No rk rld is a staging area for eventS. before you reach Interstate 70 you'll find our Invisible Structures, Inc. corporate headquarters and manufacturing facility off Tower Fast Friendly Service Road in the Majestic Commerce Center.
