MEETING MINUTES
June 11, 2009
MEMBERS PRESENT: Steve Brown, Selby Clark, Allan Elkowitz, Bruce
Frankel and Mac McManus
MEMBERS ABSENT: Dick Yehle
COUNCIL: Steven Segal and George Boehme

Call to Order - With quorum present at 6:20 p.m., Steve Brown called the meeting to
order.
1. Notices, Rules, Etc. Steve Brown welcomed everyone and ZPC members and staff
introduced themselves
2. Minutes.
April 9, 2009. Mac McManus made a motion to approve as written. Selby Clark
seconded. Ayes: Steve Brown, Selby Clark, Allan Elkowitz, Bruce Frankel and Mac
McManus. Noes: none. Motion passed. Minutes approved.
3. Driveway Stubs. Debbie Scarcella informed ZPC the ordinance amendment passed
and was effective May 14, 2009.
4. Fences. ZPC went over the proposals for regulating visibility and emergency access,
revised March 31, 2009 after the joint public hearing. The ZPC discussion centered
around the height of hedges in the front yard and how to define a "fence-like hedge".
Staff was instructed to revise the existing proposal, come up with a definition for
hedge and to simplify and come up with something for Table 7-6, projections
schedule, to address hedges as a different option for the next meeting.
5. Basements and other Subterranean Structures. Debbie Scarcella gave an
overview of the chart, "regulation of basements and other below grade spaces,
alternate approaches, 3-19-09". This chart was drafted based on comments from the
BSC at their meeting in February 2009. ZPC discussed and narrowed the objectives
down to one list.

Selby Clark made a motion for staff to redraft and forward to BSC as a working
consensus. Mac McManus seconded. Ayes: Steve Brown, Selby Clark, Allan
Elkowitz, Bruce Frankel and Mac McManus Noes: none. Motion passed. Staff will
be preparing amendments to address the zoning aspects of subterranean/below grade
structures.
Adjournment. Selby Clark made a motion to adjourn. Mac McManus seconded.
Ayes: Steve Brown, Selby Clark, Allan Elkowitz, Bruce Frankel and
Mac McManus. Noes: none. Motion passed. Meeting adjourned at 8:50 p.m.
