CITY COUNCIL SPECIAL WORKSHOP MINUTES
City Council of the City of West University Place, Texas, met in a special workshop session Thursday,
September 3, 2009, in the Municipal Building, 3800 University Boulevard, West University Place,
Texas beginning at 5:30 p.m.
Council and staff in attendance: Mayor Kelly, Mayor Pro Tem Fry, and Councilmembers Boehme,
Guffey, and Segal, and City Secretary Lenz.
Notice of the meeting was duly posted in accordance with the Texas Government Code, Chapter 551.
CALL TO ORDER
Mayor Kelly called the meeting to order at 5:30 p.m. to discuss the following:
1. Boards and Committees
City Council will discuss, and possibly approve for appointment, candidates interviewed for
positions to serve on the City's various City boards and committees.
After discussing how to proceed, Mayor Kelly recessed the workshop at 5:40 p.m., pursuant to
Chapter 551 of the Texas Government Code, Section 551.074 (a), to deliberate the appointments of
Zoning and Planning Commission, Building & Standards Commission and Zoning Board of
Adjustment members.
At 6:50, Mayor Pro Tem Fry moved to close the Executive Session and reconvene into the
Workshop Session. Councilmember Boehme seconded the motion. MOTION PASSED.
In open session, Council deliberated the appointments of the non-statutory boards/committees and
the following motions were made to approve the appointments of members to the City's boards and
committees, with the exception of the Seniors Board and Friends of West U Parks Fund, Inc.:
Mayor Pro Tern Fry moved to approve the following appointments to the Zoning and Planning
Commission:

It was noted that per the City's Charter, Position 1 will be filled by the Friends of West U Parks
Fund, Inc.
Councilmember Segal amended the motion by Mayor Pro Tern Fry to say that Positions 10 and 11
will be appointed subject to Council approval of an ordinance increasing the number of members
from 9 to 11.
Councilmember Boehme seconded the motion. MOTION PASSED.

Mayor Pro Tern Fry moved to approve the following appointments to the Recycling and Solid Waste
Board, adding that Positions 10 and 11 are subject to the approval an ordinance increasing the
number of members from 9 to 11:

With no other business before the Council, Mayor Pro Tern Fry moved to adjourn the meeting at
7:55 p.m. Councilmember Bohme seconded the motion. MOTION PASSED.
