CITY COUNCIL SPECIAL WORKSHOP MINUTES
City Council of the City of West University Place, Texas, met in a special workshop session Thursday,
August 20, 2009, in the Municipal Building, 3800 University Boulevard, West University Place, Texas
beginning at 5:10 p.m.
Council and staff in attendance: Mayor Kelly, Mayor Pro Tern Fry, and Councilmembers Boehme,
Guffey, and Segal, City Manager Ross, and City Secretary Lenz.
Also in attendance were Marshall Clinkscales, the City's Broker, and Mike Gallagher.
Councilmember Chuck Guffey led the Pledge of Allegiance.
Notice of the meeting was duly posted in accordance with the Texas Government Code, Chapter 551.
CALL TO ORDER
Mayor Kelly called the meeting to order at 5:13 p.m. to discuss the following:
Real Estate
Matters related to the 1.0874 acres of City-owned property on Westpark, between Wakeforest
Street and Dincans Street.
City Manager Ross and Mr. Clinkscales started by providing background on the property and the
options and offers that have been suggested over the years.
Councilmember Boehme said his main concern is whether the City will need this property in 10 or
15 years to maybe expand the Recycling Center. City Manager Ross stated he does not see a City
need for the property in 10 to 15 years.
Mr. Clinkscales said if Council chooses to approve going forward, the parties will have to work out
the terms of a Ground Lease Agreement for all legal, liability and indemnity issues; get a variance
on the building setback; get lease agreements with Molina's and Levi Goode; and get a building
permit from the City of Houston, as well as work out other details.
After further discussion regarding the terms of the agreement, Council agreed that the rough draft of
terms is acceptable, but agreed that the final draft needs to be more explicit and requested that this
item be on the August 24, 2009 regular meeting agenda for action.
City Secretary Lenz said the agenda for the August 24 meeting has been posted, but said she
would post an Addendum to include this item.

Mayor Pro Tern Fry moved to adjourn the meeting at 6:12 p.m. Councilmember Guffey seconded
the motion. MOTION PASSED.
