HomeMy WebLinkAbout03122009 BSC Agenda Item 5 • • Suggested Local Amendments to Adopted Codes Code submitted for adoption from the International Code Council 2006 Edition: • International Building Code, including appendix I, plus local amendments. • International Residential Code, including appendix A, B, C, D, E, F, G, H, J, K, M, N, P, plus local amendments. • International Plumbing Code, including appendix B, C, D, E, F, G, plus local amendments. • International Mechanical Code, including appendix A • International Fuel Gas Code, including appendix A, B, C, D, plus local amendments. • International Property Maintenance Code Code submitted for adoption from the National Electrical Code, NFPA 70, 2008 edition, with local amendments. Local amendments to adopted procedures. ➢ Remodels, additions less than 485 square feet, swimming pools, spas and accessory structures shall expire 180 days from the date of issuance. ➢ MEP permits shall expire 180 days from the date of issuance unless associated with a master building permit valid for a longer permit length, and then it will expire the same time the building permit expires. ➢ Fence, driveway and sidewalk permits shall expire 90 days from the date of issuance. Local amendments to the International Building and Residential codes: ➢ If, within any 12-month period, alterations or repairs costing in excess of 50 percent of the value of the building are made to an existing building it shall be considered substantial improvement, as defined in section 1612.2 of the IBC, the entire structure shall be made to comply with current codes for new construction to the extent possible for structural and all issues regarding life safety issues, hand and guard rails, smoke detectors, safety glazing, ground fault circuit interrupters, arc-fault combination breakers, emergency egress from sleeping rooms, locking devices on required egress components, etc. ➢ Any building which has been substantially damaged, as defined in section 1612.2 of the IBC, by fire or other causes shall be rebuilt in conformity with this article, as though it was a new building, or it shall removed. The building or building site shall be secured from entrance by any unauthorized persons within 24 hours after all embers are extinguished. A building permit is required before removal, repair or reconstruction commences which shall be started within 60 days of the date the damage occurs and shall be completed within a reasonable time, but not later than 180 days after the 1 damage occurs. Before occupancy will be permitted a certificate of occupancy shall be required. ➢ Adoption of minimum foundation specifications for structures less than 485 square feet. • Footings, beams and monolithic slabs with integral footings shall be constructed of masonry or of reinforced concrete rated at 2500 psi C 28 days with the following exception: Accessory structures not exceeding one story in height and less than 200 square feet in area shall be exempt from the requirements of this subsection. Habitable structures shall be required to have footings/beams and slabs of reinforced concrete assuming a soil bearing capacity of 1500 psi., see R-403 of the IRC. All footings/beams shall be 24 inches deep by 12 inches wide and extend at least 12 inches below the undisturbed soil. Reinforcement for concrete footing/beams shall be 2 #5 rebar top and bottom, grade 60. Slabs shall be reinforced with #4 rebar, grade 60, 16-inches on center each way, minimum. • Post-tension cable foundations will not be allowed. ➢ International Residential Code and Chapter 23 of the International Building Code, to the extent of conflict with the following provisions, is hereby deleted. (1) All walls where plumbing drain, waste and vent lines are located shall be two-inch by six-inch sized lumber minimum. (2) Utility grade lumber is not allowed for joists, rafters or vertical framing. ➢ Attic access, as required by code, shall be provided using a 25-1/2" X 54" (minimum) folding ladder stair rated at 350 pound capacity with a minimum of a 20 minute fire rating. ➢ Windspeed clips and straps, minimum: a) Clip= Simpson Strong Tie H2.5 or equal, clip every other member as follows: rafter to double top plate. b) Strap/Rafters= Simpson Strong Tie LSTA 18 or MSTA 18 or equal rafter to rafter over ridge every other member. c) Strap/Beams for porches, patios, garage doors= Simpson Strong Tie LSTA 15 or MSTA 15 or equal install two (2) each end of beam to post/support. d) Purlins to rafter every 48-inches or less and purlins brace to purlins and brace supporting member using Simpson Strong Tie LSTA 15 or MSTA 15 or equal. NEC [Proposed changes are in Bold type] Sec. 26-33. Service entrance conductors. In any residence, apartment, apartment house, commercial building or other building of whatsoever character now existing or to be constructed within the city, all service entrance conductors, including underground conductors, shall have a minimum current-carrying capacity of 150 amperes. On buildings with existing service, this requirement shall apply when: (1) Load is added or modified; 2 (2) An existing service is found to be inadequate for demand; or (3) An unsafe condition exists. (4) When replacing main service panel, all-service disconnect, service riser, service underground lateral. Exception: Existing dwellings with a framed area of less than 1500 square feet may have conductors with a minimum current-carrying capacity of 125 amperes. (Code 2003, § 8.024) Sec. 26-34. All-service disconnects. In every building now existing or to be constructed within the city, there must be an "all-service disconnect" accessible on the outside of the building and located as close as practicable to the meter. It shall consist of one switch or circuit breaker having a continuous current rating of no less than 150 amperes. On buildings with existing service, this requirement shall apply when load is added or modified or whenever an unsafe condition exists or when replacing main service panel, all-service disconnect, service riser, service underground lateral.. Exception: Existing dwellings with a framed area of less than 1500 square feet may have a main "all-service disconnect" with a minimum continuous current rating of 125 amperes. (Code 2003, § 8.025) Sec. 26-35. Wires, conductors and circuits. (a) Wires and conductors . Notwithstanding any other code provision or ordinance to the contrary, it shall be unlawful for any person to install or use any of the following in connection with electrical work for any structure in the city: (1) Any aluminum WiF8 OF GeRduG wire other than solid or stranded copper ; (2) Any wire smaller than gauge 4,24 12 AWG; or (3) Any wire without a separate ground, either in the same cable or in the same conduit. (4) Armored Cable, type A/C (b) Circuits . Notwithstanding any other code provision or ordinance to the contrary, it shall be unlawful for any person to install or use more than ten openings (outlets or fixtures) on any single electrical circuit for any structure in the city. (c) Old work . In any proceeding to enforce this section with respect to: (1) Wire smaller than gauge 12/2 AWG; or (2) Wire lacking a separate ground; or (3) Having more than ten openings on a single circuit; It shall be an affirmative defense that the item was installed in strict accordance with an electrical permit issued by the city prior to September 1, 1994. (Code 2003, § 8.026) Sec. 26-36. Additional grounding electrode and grounding electrode conductor. (Code 2003, § 8.027) 3 i i ➢ The ground-fault circuit-interrupter required for hydro-massage bathtubs by Section 680.71 of the 2008 edition of NFPA 70 shall not be located under such bathtubs and shall be readily accessible. ➢ The exterior armor of MC Cable shall be color-coded blue on its entire length by the manufacturer to distinguish it from other flexible metallic conduit systems. ➢ Non-metallic sheathed cables, as listed in article 334 of the 2008 edition of the NEC, shall not be used in any multifamily dwellings exceeding one (1) floor above grade. Non-metallic sheathed cables, as listed in article 334 of the 2008 edition of the NEC, shall not be used in non-residential structures. Residential occupancies, even if accessory to or an incidental use, located within buildings with mixed uses are not permitted to be wired with non-metallic sheathed cables. International Plumbing Code Plastic pipe shall not be permitted in the city except as provided in this section: ➢ All Poly Vinyl Chloride (PVC) piping shall be schedule 40 and meet the standards of the American Society for Testing and Materials, ASTM D2665 when installed underground, under or through slabs, driveways, patios and foundations. Exception: Area drain piping may be of SDR 35 PVC. ➢ For water service lines, to within three feet of any building or structure served thereby, PVC Schedule 40 pipe identified by proper markings as designated ASTM D1785 by the American Society for Testing and Materials. ➢ For lawn irrigation systems, schedule 40 PVC ASTM D1785 material shall be used for all pressure lines and class 160 PVC material may be used for all field lines. Lawn irrigation lines shall be buried at a depth of six inches or more. The city shall not be responsible for lawn irrigation systems or parts thereof located in the city's rights-of-way or easements. ➢ Polybutylene, Polyethylene, and cross-linked Polyethylene (PB, PE, PEX, PEX-AL-PEX, PE- AL=PE) shall not be used for water service or distribution piping in concealed spaces, including attics. ➢ Water lines under a slab-on grade shall be of copper Type L material. Each water line under, in or through a slab-on grade shall be sleeved with a continuous piece of tubing 0.025 inches thick terminating six inches above the finished floor. ➢ Section 913.3 of the International Plumbing Code is amended to provide: The vent located below the flood level rim of the fixture being vented shall be installed below the floor using drainage pattern fittings with a fall of not less than one-quarter inch ( 1/4") to the drain. The vent shall be sized in accordance with Section 916.2 with 2 " diameter pipe being the minimum. The lowest point of the island fixture vent shall connect full size to the drainage system. The vent or branch vent shall extend as high as practicable, but not below the drain board. There shall be a vent loop at the top of the fixture riser. The fittings shall prevent a horizontal segment at the top of the loop. 4 0 • Cleanouts shall be provided in the island fixture drain & vent to permit Roding of all piping located below the flood level rim of the fixtures. Roding in both directions shall be permitted through a cleanout. ➢ Minimum burial depth: Underground water service piping systems shall be installed a minimum of 12-inches below grade. International Fuel Gas Code ➢ For gas lines, thermo plastic pipe identified by proper markings designated No. D2513 by the American Society for Testing and Materials or a similar number designating an equivalent quality pipe; provided, however, that where plastic pipe is used, a locator wire shall be installed with the plastic pipe, such wire being a No. 14 gauge copper wire. ➢ Copper, brass or aluminum shall not be used for gas piping and tubing. ➢ Plastic pipe shall be permitted to terminate above ground outside of buildings where installed in premanufactured anodeless risers or service head adapter risers that are installed in accordance with the manufacturer's installation instructions. Sign Ordinance ➢ Abandoned or damaged signs. A sign which has been abandoned or which has become obsolete because of the closing of a business, change in the nature of a business, or any other reason rendering the sign non-applicable to the property or building upon which it is displayed, shall be removed by the owner of the building or premises upon which it is situated within 30 days from the date the sign was abandoned, became obsolete or became non-applicable to the property or building. No permit may be issued for a sign on a property or building upon which an abandoned or obsolete sign is located. A sign which has been substantially damaged by any cause may not be repaired, replaced, reconstructed or altered until full compliance to the sign ordinance is achieved. Substantial damage is defined in subsection 6-19. ➢ Definition Substantial damage, means damage of any origin sustained by a sign or sign structure whereby the cost of restoring the structure to its before damaged condition would equal or exceed 51 percent of the current construction cost of the sign or sign structure before the damage occurred. 5 • CITY OF WEST UNIVERSITY PLACE BUILDING STANDARDS COMMISSION Significant Code Changes Index International Property Maintenance Code No signature changes were made. See attached email. International Building Code 1. 303.1, 303.1.1 Assembly Uses Not Classified as Group A - pg 8 Change Type. Modification Change Summary. An assembly space having an occupant load of less than 50 persons is now permitted to be classified as a Group B occupancy when accessory to another occupancy. 2. 304.1 Group B Classification of Skill-Development Uses - pg 10 Change Type. Addition Change Summary. The list of uses typically classified as Group B occupancies has been expanded with the addition of training and skill-development activities that are not associated with a school or academic program. 3. 406.1.4 Door Openings in Garage/Dwelling Separations- pg 23 Change Type. Addition Change Summary. Any door between a private garage and a dwelling unit must now be provided with a self-closing device and a means for self-latching. 4. 406.4.1 Maximum Heights and Areas of Enclosed Parking Garages- pg 25 Change Type. Clarification Change Summary. Additional language has been added to clarify that the allowable height and area increases permitted for other types of buildings are also applicable to enclosed parking garages. 5. 502.1, 202 Definitions of Basement and Story Above Grade Plane - pg 33 Change Type. Modification Change Summary. One of the three methods utilized for identifying when a basement must be considered as a story above grade plane has been eliminated. 6. 717.3.1 Draftstopping Materials - pg 112 Change Type. Addition Change Summary. Additional materials permitted for draftstopping purposes have been identified, including the use of mineral wool and glass fiber batts. 7. 903.2.1.2 Sprinkler Systems in Group A-2 Occupancies - pg 116 Change Type. Modification Change Summary. The occupant load threshold at which a Group A-2 occupancy must be provided with an automatic sprinkler system has been reduced from 300 to 100. 8. 1003.2 Minimum Ceiling Height- pg 131 Change Type. Modification Change Summary. The minimum ceiling height throughout the means-of-egress system has been increased from 7 feet to 7 feet 6 inches. 9. 1004.1 Determination of Design Occupant Load - pg 134 Change Type. Addition Change Summary. A new exception permits the building official to assign an occupant load to a room, space, or building that is less than that calculated with Table 1004.1.1. Previously, no allowance was available for reducing a calculated occupant load. In addition, the revised language more clearly describes the procedure for determination of the design occupant load. Additional language now sets forth a means for the establishment of the "occupant per unit of area: factor where the intended use is not listed in Table 1004.1.1. 10. 1007.3, 1007.4, 1007.6.2 Required Areas of Refuge - pg 143 Change Type. Modification Change Summary. Where an enclosed exit stairway or an elevator is to be considered as a portion of an accessible means of egress, the requirement for providing an area of refuge or a horizontal exit as access to such a stairway or elevator is now mandated in fully sprinklered buildings as well as nonsprinklered buildings. 11. 1008.1.6 Thresholds at Residential Exterior Doors - pg 150 Change Type. Modification Change Summary. In order to provide for a threshold height of up to 7-3/4 inches at an exterior door that is not a portion of the means of egress in Group R-2 occupancies, the door can no longer swing over an exterior landing or step. 12. 1008.1.9 Panic and fire Exit Hardware - pg 154 Change Type. Modification Change Summary. The threshold requirement for panic hardware in Group A and E occupancies has been reduced from 100 occupants to 50. In addition, a new exception clarifies that panic hardware is not mandated in Group A occupancies on egress doors where key-operated locking devices are installed in accordance with Section 1008.1.8.3 Item 2. A new provision requires the use of panic hardware on egress doors from specified electrical rooms. 13. 1009.10, 1010.8, 1012 Handrails for Stairways and Ramps - pg 162 Change Type. Clarification Change Summary. The provisions regulates handrails have been moved from within the stairway requirements to their own section, because handrails are required for both stairways and ramps. 14. 1009.11.2, 1013.5, 1013.6 Protection at Roof-Hatch Openings - pg 165 Change Type. Addition Change Summary. A complying guard I snow required where a roof-hatch opening is located close to the roof edge. In addition, the extent of any required guard at the roof is now established. 15. 1010.9, 1010.9.3 Edge Protection at Ramps - pg 169 Change Type. Addition Change Summary. The use of an extended surface is now permitted as a method of edge protection on the sides of ramp runs and landings. 16. 1014.2 Egress through Intervening Spaces - pg 173 Change Type. Modification Change Summary. The means of egress is now permitted to pass through a stockroom serving a Group M occupancy, provided four specified conditions are met, addressing hazard level, amount of egress, door hardware, and aisle configuration. 17. 1014.2.1 Egress through Adjoining Tenant Spaces - pg 176 Change Type. Addition r Change Summary. Egress from a small tenant space through a larger adjoining tenant space is now permitted where the tenants have comparable uses, the egress path is discernable, and locking devices do not restrict egress travel. 18. 1105.1 Number of Accessible Entrances - pg 198 Change Type. Modification Change Summary. The minimum required number of accessible public entrances to a building has been increased for some buildings by the requirement that at least 600 of all public entrances be accessible. 19. Chapter 23 Wood - pg 275 Change Type. Modification Change Summary. The shank length and diameter dimensions of nails have been added to the various fastening tables in Chapter 23. 20. 2305.3.11, 2308.12.8 Sill Plate Size and Anchorage in Seismic Design Category D, E, or F - pg 289 Change Type. Modification Change Summary. In the anchorage of foundation plates in buildings in Seismic Design Categories D, E, and F, steel plate washers are required between the foundation sill plate and the nut at shear walls and braced wall lines. The minimum washer size has been modified to a minimum of 3 inches by 3 inches by 0.229 inch thick. The hole in the plate washer is permitted to be slotted in the diagonal direction provided a standard cut washer is used between the square plate washer and the nut. 21. 2308.9.3.2 Alternate Braced Wall Panels Adjacent to Openings - pg 294 Change Type. Addition Change Summary. An additional alternative bracing method that can be used adjacent to window or door openings has been introduced. This new alternative bracing method allows a reduction of the width of the full height segment of alternate braced wall panels from 32 inches to 16 inches wide for a one-story building, and from 32 inches to 24 inches wide for the first story of a two-story building. 22. Table 2902.1 Minimum Number of Required Plumbing Fixtures - pg 300 Change Type. Modification Change Summary. A minor adjustment has been made to the minimum required number of lavatories in Group B occupancies; language has been added to clarify the inclusion of seasonal outdoor seating and entertaining areas for occupant-load determination in Group A occupancies; and the requirement for bathing facilities in Group 1-4 adult care and child care uses has been deleted. 23. 3109.5 Safety Devices for Swimming Pools - pg 309 Change Type. Modification Change Summary. New enforceable criteria have replaced vague and ambiguous language addressing avoidance of swimming pool entrapment. The provisions are now consistent with those found in the International Residential Code (I RC). International Plumbine. Mechanical and Fuel Gas Code 1. 310.5 Urinal Partitions- pg 11 Change Type. Addition Change Summary. A new section has been added to ensure privacy for occupants at a urinal. 2. Table 403.1 Minimum Number of Required Plumbing Fixtures (Business Classification) - pg 20 Change Type. Clarification Change Summary. The Minimum Number of Required Plumbing Fixtures table for the Business Classification has been changed. Use Group B lavatory requirements have been revised to provide greater clarity in computing the number of required lavatories. 0 3. Table 403.1 Minimum Number of Required Plumbing Fixtures (Residential Classification) - pg 22 Change Type. Clarification Change Summary. The Minimum Number of Required Plumbing Fixtures table for the Residential Classification has been changed. Use Group R-2 Apartment House, and R-3 One- and Two-Family Dwellings, was revised to delete footnote e. 4. 405.3.1 Water Closets, Urinals, Lavatories, or Bidets (Clearances) - pg 31 Change Type. Clarification Change Summary. Fixtures required by the code shall be installed with proper clearance to ensure acceptable user operation and meet sanitation requirements. The section was revised to provide editorial clarification for the referenced fixtures. 5. 417.4 Shower Compartments (Floor Area) - pg 37 Change Type. Modification Change Summary. The section has been revised to include an exception. The exception to the normal square shower floor area now includes a rectangular floor area, which is that of a conventional bathtub. 6. 417.4.2 Access (to Showers) - pg 39 Change Type. Addition Change Summary. Code information has been added to identify the minimum size of 22 inches for access to a shower. 7. 419.2 Substitution for Water Closets (Urinals) - pg 41 Change Type. Modification Change Summary. The text clarifies that assembly and educational use groups may have up to 67% of the required number of water closet fixtures converted to urinals. The revision further explains that all other occupancies shall not have urinals substituted for more than 50% of required water closets. 8. 421.2 and 421.5 Installation and Access to Pump (Whirlpool Tubs) - pg 42 Change Type. Clarification Change Summary. Greater detail is added in the code to ensure access to tub pump assemblies. The change provides opening size criteria and includes the manufacturer's installation instructions. 9. 424.2 Hand Showers - pg 46 Change Type. Modification Change Summary. The section now contains the most recent standard, which addresses backflow protection. 10. 424.5 Bathtub and Whirlpool Bathtub Valves - pg 50 Change Type. Addition Change Summary. A section has been added that now requires bathtubs and whirlpool bathtubs have temperature protection provided by an ASSE 1070 device. 11. 504.6 Requirements for Discharge Piping (Structural Damage) - pg 52 Change Type. Modification Change Summary. Three sections were deleted and a new section was created to clarify the previous code requirement for relief valve discharge line, Item 6 was changed to clarify damage resulting from relief valve discharge. 12. 605.7 Valves (Water Supply) - pg 65 Change Type. Modification Change Summary. The section's revision clarifies which water supply and distribution valves shall meet standard NSF 61. 13. 608.16.10 Coffee Machines and Noncarbonated Beverage Dispensers - pg 76 Change Type. Addition Change Summary. A section has been added to identify that backflow protection is required for coffee machines and noncarbonated beverage dispensers. 14. 706.4 Heel- or Side-Inlet Quarter Bends - pg 82 Change Type. Addition Change Summary. The section was added to identify and establish use criteria for heel-inlet quarter bends and side-inlet quarter bends. 15. 708.3.3 Changes of Direction (for Cleanouts) - pg 85 Change Type. Modification Change Summary. This change requires building sewers to have the same cleanout installation conditions as the building's drainage system piping. 16. Table 906.1 and Section 906.2 Maximum Distance of Fixture Trap from Vent and Venting of Fixture Drains - pg 99 Change Type. Modification Change Summary. The table is revised to provide distance corrections consistent with engineering principals and now reads the same as the venting table in the International Residential Code. Further, the section was revised to clarify the trap-to-vent distances when drain lines might be increased or when the slop is increased. 17. 1003.3.1 and 1003.3.2 Grease Interceptors and Automatic Grease Removal Devices and Food Waste Grinders Required - pg 111 Change Type. Modification Change Summary. Both sections are revised to insert the corrected term grease interceptors, to include new technology in grease removal devices, and to ensure that harmful chemical additives are not discharged to food waste grinders. 18. 1003.3, 1003.3.3, 1003.3.4, 1003.3.4.1, Table 1003.3.4.1, and 1003.3.4.2 Grease Interceptors; Grease Interceptors and Automatic Grease Removal Devices Not Required; Grease Interceptor Capacity; and Grease Interceptors and Automatic Grease Recovery Removal Devices - pg 113 Change Type. Modification Change Summary. The sections are revised to correctly identify grease interceptors rather than grease traps and discuss grease removal devices identified in their respective standards, along with two additional sizes for PDI G101 devices. Mechanical Code 19. 304.10 Guards - pg 133 Change Type. Addition Change Summary. Section 304.10 in the 2006 IMC has been changed by adding roof hatch openings to the requirements for guards. 20. 306.3 Appliances in Attics - pg 135 Change Type. Addition Change Summary. The code will now allow a passageway up to 50 feet in an attic that is at least 6 feet high and 22 inches wide. 21. 306.4 Appliances Under Floors - pg 137 Change Type. Addition Change Summary. The code will now allow a passageway of unlimited length in an under floor space that is at least 6 feet high and 22 inches wide. 22. 307.2.3 Auxiliary and Secondary Drain System - pg 141 Change Type. Addition Change Summary. The code will now allow for water level detectors in locations that were not previously permitted. 23. 307.2.3.1 Water Level/Monitoring Devices - pg 144 Change Type. Addition Change Summary. The code will now require water level detectors on down-flow units. 24. 501.2.1 Location of Exhaust Outlets - pg 151 Change Type. Addition Change Summary. All of the requirements for the termination of exhaust ducts will be in one section. There are now requirements for the termination of exhaust ducts that were not in the previous codes. 25. 506.3.4 Air Velocity- pg 157 Change Type. Modification Change Summary. The change will allow a lesser velocity of 500 feet per minute within a grease duct system that serves a Type I hood. 26. 507.2.1.1 Operation - pg 159 Change Type. Addition Change Summary. This new section to the 2006 IMC will require automatic activation of a commercial cooking hood whenever the cooking appliances under the hood are activated. 27. 603.9 Joint Seams and Connections - pg 166 Change Type. Modification Change Summary. The new addition to Section 603.9 in the 2006 IMG will specify how joints in the duct system are to be sealed and that tapes, mastics, and mechanical fasteners for use with flexible ducts shall be marked to show compliance with the appropriate UL standard. 28. 1105.9 Emergency Pressure Control System - pg 173 Change Type. Addition Change Summary. This is a new section in the 2006 IMC that refers to the International Fire Code (IFC; 606.10). This section will require refrigeration systems that are using flammable, toxic or highly toxic refrigerant or ammonia, with more than 6.6 pounds of refrigerant in the system, to have an emergency pressure control system. Fuel Gas Code 29. 303.3 Appliance Prohibited Locations - pg 189 Change Type. Clarification Change Summary. This section has been rewritten to clarify the five specific approved installations for gas-fired appliances in otherwise prohibited locations. Ambiguous language regarding the source of combustion air has been deleted. 30. 303.4 Protection from Vehicle Impact Damage - pg 192 Change Type. Modification Change Summary. Changes to this section clarify that appliances must be specifically protected from vehicle impact damage and that the means to provide protection is not limited to physical barriers. 31. 305.3.
