PROPOSED TREE ORDINANCE CONCEPTS
DIFFERENCES BETWEEN KEY PROVISIONS
Key Provision Current Proposed
• Protected trees During construction: 6-in.+ 4-in.+
Trees for which a permit is required for Otherwise---
removal or damage ---in/near street area: 6-in.+
---anywhere: 12-in.+
• Trees allowed to be removed --Diseased, damaged, dead --Diseased, damaged, dead
Categories of trees which may be --Hazardous --Hazardous
removed or damaged (but only if --Low-value (Class IV) --Class III-IV, if upgrading trees at a site
authorized by permit) --Unreasonably impeding use of site --Suppressed by other trees
--Interfering with existing structure
--Interfering with proposed use of site
--Any tree, provided canopy requirement
is maintained
• Heritage trees No special provision Permit to remove or damage requires
Class I or 11 trees, 24-in. + approval of BSC
• Replacement categories --Any tree that is not "Low Value", --Diseased, damaged, dead
Categories of trees which must be Hazardous, Dead, Diseased, or dying --Hazardous
replaced, if removed or damaged --Class III-IV, if upgrading trees at a site
--Suppressed by other trees
--Interfering with existing structure
--Unreasonably impeding proposed use of
site
Planting not required if canopy met
• Replacement calculation Inch-for-inch, by diameter, but--- Sqft of canopy for Sqft of canopy, but-
Quantity of trees required to be planted ---reduced by tree evaluations ---zero if good canopy cover remains
to replace trees removed or damaged ---reduced if high-value trees (6-in.+) --planting may stop if canopy is met
(usually based on sizes measured as will remain Exception: Stem-for-stem if hazardous,
trunk diameter or trunk cross-section diseased, damaged, dead, suppressed or
basal"area') interfering with existing structure (or zero
if good canopy cover remains).
• Replacement location 1S • On the site or in adjacent street area 1S • On the site or in adjacent street area
Where replacement trees must be 2"d: In reasonable proximity to site 2"d: In street area within 1,000 feet
planted, listed in order of preference 3'd: Through tree trust (in reasonable 3`d: Street-side yards within 1,000 feet
proximity to site, within City limits 4th: Through tree trust refer City fund
• Replacement size, species ---2-in, sometimes 4-in. ---4-in. usually, 2-in. sometimes
Minimum size and species of replacement ---Class I or II (usually) ---Class I or II
trees
• Permit types Two--- One---"tree permit"
Basic types of permits that can ---building permit with "tree
authorize tree removal or damage disposition" conditions
--=Tree permit"
• Tree evaluations 10 categories, 40 possible points No longer needed. Only trees that have
How trees are evaluated (the score is less than 30% canopy dieback will be
used in the calculation for replacement counted toward canopy requirement.
trees
• Minimum planting standard ---2 to 7 trees (depending on site size) ---One per 1,800 sq. ft. of site area
Minimum tree requirement for each site ---Size 2-in.+ ---Size 4-in.+
(triggered by major development) ---Class I or II (unless pre-existing) ---Class I or II
Unless good canopy cover remains
• Diversification of the Urban Forest Not addressed Requires diversification by genus
• Planting trees in street areas Allowed Strongly emphasized and in some cases
required

3/8108 TREE REPLACEMENT COSTS UNDER CURRENT WEST UNIVERSITY PLACE
TREE ORDINANCES VERSUS REPRESENTATIVE PROJECT COSTS
REPRESENTATIVE PROJECT COSTS
$1 million represents a new 4000 square foot house on a 50 foot x 100 foot building site
$1.5 million represents a new 6000 square foot house on a 50 foot x 150 foot building site
$2 million represents a new 7800 square foot house on a 65 foot x 150 foot building site
COST OF REPLACING A 10" DIAMETER TREE
Trees required: One 4" diameter tree and three 2" diameter trees
Planted replacement cost: 1 x $1500 + 3 x $200 = $2100
Replacement cost as a percentage of a $1 million project: 0.21% ($2100 / $1000000)
Replacement cost as a percentage of a $1.5 million project: 0.14% ($2100 / $1500000)
Replacement cost as a percentage of a $2 million project: 0.105% ($2100 / $2000000)
COST OF REPLACING A 20" DIAMETER TREE
Trees required: Two 4" diameter trees and six 2" diameter trees
Planted replacement cost: 2 x $1500 + 6 x $200 = $4200
Replacement cost as a percentage of a $1 million project: 0.42% ($4200 / $1000000)
Replacement cost as a percentage of a $1.5 million project: 0.28% ($4200 / $1500000)
Replacement cost as a percentage of a $2 million project: 0.21 % ($4200 / $2000000)
COST OF REPLACING A 30" DIAMETER TREE
Trees required: Three 4" diameter trees and nine 2" diameter trees
Planted replacement cost: 3 x $1500 + 9 x $200 = $6300
Replacement cost as a percentage of a $1 million project: 0.63% ($6300 / $1000000)
Replacement cost as a percentage of a $1.5 million project: 0.42% ($6300 / $1500000)
Replacement cost as a percentage of a $2 million project: 0.315% ($6300 / $2000000)
NOTES RE REPLACEMENT TREES
It should be noted that the replacement trees above, planted pursuant to the current ordinance, are unprotected and may legally be cut
down immediately following ispection. Further, the trees are often planted too close together on a building site, so that they
cannot grow to maturity.
