HomeMy WebLinkAbout03072002 BSC Minutes City of West University Place A Neighborhood City ® Recycled Paper Building & Standards Commission Municipal Building, Bill Watson Conference Room 3800 UNIVERSITY BOULEVARD Regular Meeting Minutes March 7, 2002 MEMBERS PRESENT: James McDaniel, David Kehn, Jorge Jimenez-Marcos, Darryl Friday, Patrick O'Donnell, Les Albin, Bryant Slimp and Muddy McDaniel MEMBERS ABSENT: James Collier COUNCIL LIASION: Bill May, absent STAFF PRESENT: Sallye Clark, Neslihan Tesno, and Dennis Mack 1. Call to Order. With a quorum, present James McDaniel called the meeting to order at 6:00 p.m. 2. Citizens who wish to be heard. None. • 3. Citizens who wish to address agenda items. Will address at the time of agenda item. 4. Designation of voting members. James McDaniel stated per the alternate voting schedule that Jorge Jimenez-Marcos is the voting member for the meeting. 5. Meeting Minutes. Jorge Jimenez-Marcos made a motion to approve the February 7, 2002 minutes as amended. (#5 change mad to made and #8 omit other.) David Kehn seconded the motion. AYES: James McDaniel, Jorge Jimenez-Marcos and David Kehn. NOES: None. ABSTAIN: Les Albin and Bryant Slimp. Motion passed. Minutes approved. Darryl Friday wanted to go on record that he did not realize that the Goals and Obiectives issues would not be revisited again from the February 7, 2002 meeting agenda item number 7 vote that took place. 6. Variance Request. Janice Childers, 3511 Amherst Street gave a brief overview and stated that the contractor was unaware of the code as written. Dennis Mack, Chief Building Official stated that due to the small square footage of the space that he does not foresee a problem with granting the variance. The Mechanical Code does allow the air ducts to be installed in the way that it was done, but the City Code is what does not allow that type of installation. Les Albin made a motion to grant the variance request from the Standard Codes Schedule, International Mechanical Code, 2000 Edition, amendment to number three as installed. Bryant Slimp seconded the motion. AYES: James McDaniel, Jorge Jimenez-Marcos, Les Albin, Bryant Slimp and David Kehn. NOES: None. ABSTAIN: None. Motion passed. Liaison Reports. Les Albin stated that he had nothing to report. Darryl Friday stated that a drainage committee is being formed under the direction of Councilman Mike Farley to look at the drainage problem and that is all that he knows. 8. Staff Comments. Nes Tesno stated at the next Zoning and Planning Commission meeting on March 4, 2002 a light test of existing lights will be conducted. Dennis Mack said he would have Daniel Paripovich, Animal Control Officer/Code Enforcement attend next months meeting to introduce him to the Building and Standards Commission. 9. Commission Member Comments. Les Albin stated that there were items on the list of the Construction Standards that he felt should be revisited and they are as follows: • Foundations - Les acknowledged that he got a printed list from the Development Services department of foundation permits pulled and that there were 47 issued in 2001. He said Building and Standards Commission should consider requirements of engineering of foundations. • Plan Review/Engineer and Architecture Design - Les affirmed that he submitted a set of plans at 2703 Pittsburg address to the Development Services for review with an engineer stamp that the engineer did not actually do the design on purpose to see if they would be checked in plan review. He also stated that the plans do not comply with the 80% framed area. The table reflected incorrect information that the architect altered to seemingly . comply by inserting false data. Les believes that the City should engage in the practice of independent engineer and plan review. Les affirmed that the section of the Construction Plans list that covered Plan Review, Architecture and Engineer Design, Independent Review of Construction and Engineering Plans should be reviewed again by the Building Standards Commission. Les would like to see this on next months meeting agenda to discuss. • Building Materials- Les declared that the outer skin (particle board) of a three-year-old home on 6540 Brompton is rotten. He believes that a building material review and design of balconies should be done. • Building Standards Questionnaire/Survey- Les handed out a document to all the Building Standards Commission members that he would like to be sent to a "select" group of West University residents. Bryant Slimp and Darryl Friday were also agreement and would like this put on next months Building and Standards Commission agenda to discuss. David Kehn inquired about the possibility of using a form to fill out for review and amend Building Standard Codes. David stated that he would forward some examples of these forms to Dennis Mack, Chief Building Official for staff comment at the next meeting. Darryl Friday acknowledged that he would like to see a procedure on formal complaints. This has come about due to a complaint that was called in about his property having a boat parked in the grass at his home. Jim McDaniel requested that an agenda item be on next months agenda for Dennis Mack, Chief Building Official to present to the Building Standards Commission, a staff comment of any Standard Code Amendments that should be removed and whether it should be done one at a time or a couple at a time. • -Building and Standards Commission Minutes March 7, 2002 Meeting 3 10.
