Collier and Patrick O'Donnell COUNCIL LIASION: (None) STAFF PRESENT: Al Collins, Annette Arriaga and Dennis Mack 1. Call to Order. With a quorum, present James McDaniel called the meeting to order at 6:00 p.m. 2. Citizens who wish to be heard. None. 3. Citizens who wish to address a enda items None. 4. Designation of voting members James McDaniel stated per the alternate voting schedule that Darryl Friday is the voting member for the meeting. 5. MeetinLy Minutes. Les Albin made a motion first to approve meeting minutes as amended from the May lst, 2003 BSC meeting. Darryl Friday seconds the motion. AYES: James McDaniel, Les Albin, David Kelm, James McDaniel, Bryant Slimp and Darryl Friday. NOES: None. ABSTAIN: Motion passed minutes approved. 6. Variance Request. Greg Ethier a resident at 3224 University Blvd stated that he trying to obtain a permit to finish out an unfinished attic for the use as a game room and storage, which may include a bathroom. Dennis Mack verbally denied the request for permit citing inconsistencies with the International Building Codes and the City of West University Place Ordinances. All walls and ceiling shall be sheathed with type X gypsum board at least 5/8-inch thick. The main load-bearing wall that runs through the center of the first floor is framed with 2" by 6" stud construction. The economic cost necessary to bring the perimeter walls into compliance with the current International Building Code Standards is prohibitive. Greg Ethier stated that Dennis Mack was concerned that it may exceed the 80% rule. Greg Ethier stated that Don Lenert of Lenert Engineers, a structural engineering group, believes that such standards may not be necessary in this particular case. Dennis Mack stated that there are no low bearing walls and it doesn't meet any of current requirements. The house was built and framed as a two- story building. It was not made for a third- story. If the 80% rule comes into place then, this is not for this board. For a third floor you have to have 5/8 through out the house and 2 X6 on the first floor. Les Albin stated there are numerous concerns regarding safety in this matter. Les Albin indicated that maybe Greg Ethier should get together with Al Collins the Fire Marshal to address fire and safety alternatives. Mr. James McDaniel stated that there where several ways BSC permitted this type of request to ensure fire safety issues. But, not on framing. Dennis Mack stated if it would help, if Greg Ethier would hire a structural engineer . to confirm, seal and support his opinion. James McDaniel indicated that you really couldn't change the structure. James McDaniel did ask Mr. Greg Ethier if his structural engineer could prepare a report that states and explains a way to support the second floor. In a way that will meet the current requirements. He will have to give his professional opinion. James McDaniel talked about fire rated • material, and 5/8's sheet rock through out. Dennis Mack questioned, if the hall way could have fire rated material through out. David Kehn added if there was an exit, escape route and protection for the structure. David Kehn also requested that there should be structural calculations with a structural engineering report. Les Albin stated if the only escape route would be the down the stairs. You would have to have a window to get in and out of there safely. James McDaniel stated there would not be an additional application fee if the applicant Mr. Greg Ethier wanted to provide more information to the board. Les Albin motioned first to approve David Kelm second the motion. AYES: Les Albin, David Kehn, James McDaniel, Bryant Slimp, and Darryl Friday. NOES: None. ABSTAIN: Motion passed. Item tabled and put on next months agenda. 7. Variance Request. Mr. Chip Mealy with Mealy and Co; project address 3730 Plumb, is requesting a variance to be granted. Allowing the current fire alarms to have a low voltage system with 120-volt power to the central panel and not 120-volt to each smoke detector. The system has 120-volt power and has a battery back up. The system is monitor-able and everything is operable. Al Collins, Fire Marshal stated that he provided Mr. Chip Mealy with a punch list and specifications. Al Collins revisited the house at 3730 Plumb St. and passed his final fire alarm inspection. Al Collins stated that he recommends that BSC approves and grant a variance to Mr. Chip Mealy, subject to their approval. Les Albin motioned first to approve. Bryant Slimp motioned second to approve. AYES: Les Albin, David Kelm, James McDaniel, Bryant Slimp and Darryl Friday. NOES: None. ABSTAIN: Motion passed. Variance granted. 8. Fire Alarms. Al Collins, the Fire Marshal stated that he would like to make an exception and amend the Standard Code Schedule. The minimum in West University Place in new construction is to have 120-volt directly into the electrical system. A low voltage system you have 120-volt going • to the panel and up to 30 volts to each detector. Al Collins and Terry Stevenson both agreed they would like the exception to read: All smoke alarms shall be listed and installed in accordance with the provisions of the NFPA 72, and Chapter 11 shall be permissible. Bryant Slimp motioned first to approve. Les Albin seconds the motion. AYES: Les Albin, David Kehn, James McDaniel, Bryant Slimp, and Darryl Friday. NOES: None. ABSTAIN: Motion passed. BSC recommends the modification of the Standard Code Schedule. 9. Fences. Dennis Mack stated to BSC that the fence amendments went to Council and did not pass. James McDaniel stated that BSC did make a formal recommendation to Council regarding fences. Jorge Jimenez-Marcos stated that he wanted to know of all the current changes that have been made so far regarding the fences. James McDaniel requested that a daft be drawn up and given out at the next BSC meeting. Dennis Mack added that once a draft is drawn up by the city attorney, it can be taken directly to council. Darryl Friday added that he would like the wording to be just like Sec.6.563.Engineers. All structural calculation and details for (~ee4) fence surveys must be prepared and signed by a registered professional engineer. 10. Staff Comments and Status Reports Dennis Mack handed out information regarding rot resistance materials per the request of Les Albin. Bryant Slimp talked about new methods of treated materials. James McDaniel indicated that BSC will discuss rot resistant materials for general discussion and will put on next months agenda. 11. Commission Member Comments • Jorge Jimenez- Marcos wanted to know the status of the ZBA meeting regarding 3030 Pittsburgh St. • David Kehn discussed the variance request regarding the third floor build out. • Darryl Friday wanted to know the status of the variance request of the Little League. • c, Building and Standards Commission Minutes June 5th, 2003 Page 3 of 3 • Darryl Friday stated the continuous problem regarding the sign located at 3810 Sunset • Blvd. • Darryl Friday wanted to know the status on the PVC scheduled 40. • Al Collins gave a hand out on Chapter 11 Single and Multiple Station Alarms & Household Fire Alarm Systems. 12.
