MEMBERS PRESENT: Bryant Slimp, John Ayres, and Muddy McDaniel.
MEMBERS ABSENT: Brian Hoogendam, David Flame, Dr. Peter Benjamin, J. Denis Powers,
Darryl Friday, Brian Hoogendam and Kevin McMahon.
COUNCIL LIASION: None.
STAFF PRESENT: Annette Arriaga, Dennis Mack and Jim Dougherty.

and Les Albin.
[Call to Order.] With a quorum, present Bryant Slimp called the meeting to order at 5:37 p.m.
Bryant Slimp told the workshop committee that he would like to place a hold on OSH for now.
When all of the issues are addressed and when we find out which direction we want to go, and
then we can give a more defined interpretation and definition for Old Stock Housing. But for
now, the BSC will put OSH on hold and strike out the OSH wording on the foundation draft.
Bryant Slimp passed out the latest revision of the foundation draft to everyone. The section that
pertains to OSH that was deleted stated:

Bryant Slimp introduced Mr. Michael Skoller, P.E., and Mr. Skoller showed the
workshop committee an example of a good and complete Geotechnical report that was
done for a Harris county residence. This was to give the committee something to review
and reference. Dennis Mack stated that he liked how this report was structured and that
he may get a few ideas from this document. Bryant Slimp asked for Jim Dougherty to
review the latest version of the Foundation Draft Amendments for the workshop. Mr.
Skoller wanted to add that he recommends the use of the DOCFPA-SC-04-0, Current
Addition, Recommended Practice of Geotechnical instead of the ASCE document. The
BSC went through the foundation draft and with the input from Jim Dougherty made
some clarifications, changes and modifications. Mr. Dougherty stated that he would get
the correct wording for the standard criteria that were published by the Structural
Committee and would further research this issue. Mr. Dougherty stated that the BSC
needs to put something in the foundation ordinances that allows administrative relief.
This will allow someone to come before the BSC and either show or discuss why they
desire to use another type of method or process via an exception rather than via a

variance request. The variance procedure basically says that the requester just cannot
comply with the ordinance.
Dennis Mack stated that any one that is designing a foundation under 485 square feet
would not have to meet the current foundation criteria. Anyone exceeding the 485 square
feet foundation would have to comply with the foundation ordinance provides a soils
report that meets all current requirements and specifications.
Dennis Mack also wanted to add that further major remodeling and additions onto an
existing permitted structure that another soils report would have to be done. Mr. Skoller
stated that the dirt doesn't really change but it would be a good idea for another soils
report.
Dennis Mack stated that he would require the engineer to make a report and or
recommendations in writing on any field changes to the original design. He also stated
that he would like for the soils reports to be submitted digitally. Jim Dougherty stated that
it would be a good idea as long as it is readable by any standard format method such as
the PDF format.
d. Under the Professional Observation & Certifications Each foundation aad-all
must be professional observed and must be certified by an LPE
before works proceeds further before it is covered or load is placed upon it
BSC agreed to strike out the word all for now. John Ayres stated that BSC has not
discussed framing yet so it should be deleted for now. BSC also wanted to add in a phrase
that read: before it is covered or load is placed upon it. Jim Dougherty stated that he
would work on putting in a stronger statement for example, certified, signed, sealed and
that all inspections have passed etc.
John Ayres reviewed the different types of foundation designs and came up with a list
that met the city's criteria and performance standards for the basic foundation designs.
The foundations must be of this type
(1) Structural Slab with void space and deep foundations.
(2) Structural floor with crawl space and deep foundations.
(3) Stiffened structural slab with deep foundations.
(4) Stiffened non-structural slab with deep foundations.
(5) Grade-supported stiffened structural slab.
(6) Grade-supported stiffened non-structural slab.
(7) Grade-supported non-stiffened slab of uniform thickness (approved for one-story
accessory building containing only garage or storage space.)
(8) Mixed-depth system for all new building construction.
(9) Mixed-depth system for building additions with deep foundations.
(10) Mixed-depth system for building addition with shallow foundations.
BSC agreed that both Dennis Mack and Jim Dougherty would get a foundation checklist
generated and to work on a certification document. They would also work on a Quality
Control Checklist. Jim Dougherty will get more information and data from Michael

Skoller on the support components that are defined by the Foundation Performance
Association, research the insurance criteria on Errors and Emissions Insurance, and
examine the State requirements. The City can require more than what the State requires.
Jim Dougherty stated that he would re-write the foundation draft and has it ready before
the next scheduled BSC meeting. Jim Dougherty did indicate that with the changes that
BSC would probably have to hold an open meeting, under the Open Meetings Act.
Inviting builders, contractors, residents, homeowners and one who would be interested
before this goes to City Council. Bryant Slimp stated that he would seek the BSC
members approval to address City Council in workshop session after the July BSC
meeting to update council on this ordinance, and to seek their advise on further actions.
