Foundation Workshop
Meeting Minutes
July 20th 2004
MEMBERS PRESENT: Bryant Slimp and John Ayres.
MEMBERS ABSENT: David Flame, Dr. Peter Benjamin, J. Dennis Powers, Darryl Friday,
Brian Hoogendam, Muddy McDaniel and Kevin McMahon.
COUNCIL LIASION: Mike Woods, absent.
STAFF PRESENT: Annette Arriaga, Dennis Mack and Jim Dougherty.
GUESTS PRESENT: Craig Hughes, David Eastwood P.E., Les Albin, Marie J. Starich, P.E.,
Martin Gonzales, Michael Skoller P.E. and Robert Riquelmy.
[Call to Order.] With a quorum, present Bryant Slimp called the meeting to order at 6:10 p.m.
1. Foundations. Mr. David Eastwood, P.E. went over his Recommended Scope of Geotechnical
Engineering Services for the City of West University, Dated May 2004. He stated that he wants to
take foundation requirements a step further and better the quality assurance for foundations. The
estimated cost that he has indicated in his Recommended Scope would be $1,200. dollars. Marie
Starich P.E., Michael Skoller P.E., and David Eastwood P.E., discussed the differences between the
different types of quality control and testing and if certain tests would be required and necessary.
After lengthy discussion David Eastwood would put in minimum requirements and be more
prescriptive in his next report. David Eastwood would make modification to his draft and e-mail
the changes to staff to distribute to BSC. Dennis Mack stated that he wanted to put in some
accreditation criteria into the ordinance language, that the City draft would draft an official
document requiring the engineer stamp and sign it making the engineer responsible for the
foundation work. Jim Dougherty stated that these two additions would be wise. Discussion
continued on who is responsible during the whole or part of the pour. Marie Starich P.E., and
Michael Skoller P.E., continued on what steps are followed and who is responsible, for what at the
job site, the Geotech or the Engineer. John Ayres agreed that there are different contracts going on
with the builder or owner, and several different people involved. Mr. Ayres stated that we want to
keep the foundation horror stories from happening, that we want to make sure that the engineers are
doing their jobs and that the foundation committee needs to put in some meaningful requirements.
The workshop committee agreed. Les Albin stated that the city needs three things to make this
work. 1) Set a standard that everyone has to follow. 2) A list of who is responsible for what.3) The
City has to know what is going on and to make sure the right people are on site. Marie Starich P.E.,
and Michael Skoller P.E., continued to discuss the different types of foundations designs,
observations and testing. They continued to discuss what is required from the pier layout to the slab
and grade beams. Dennis Mack and Jim Dougherty indicated that they would come up with a
certification/document that the City could require the engineer to sign. Jim Dougherty stated that he
would make the changes and work in the modifications.
