STAFF PRESENT: Annette Arriaga, Dennis Mack and Jim Dougherty. [Call to Order.] Bryant Slimp called the meeting to order at 10:20 a.m. Foundations. The workshop goal is to gather and incorporate the input from the July 20th workshop on foundations and the BSC meeting of July ls`. Bryant Slimp asked for Jim Dougherty to go over the latest version on the Foundation Revisions, Dated June 28, 2004. The workshop committee agreed to make several changes to the draft. Jim Dougherty to add in, "The State of Texas" for clarification under section (a). He will also add in a definition for RLPE, and for a RLGE. Both professions would require at least $500,000 in errors and omissions insurance to do foundation work in this ordinance. The foundation workshop committee discussed the Geotechnical work and Laboratory testing. They agreed that the engineers should choose which Geotechnical firm and soils lab to do the work. The engineer would have responsibility for the foundation and soils work of both Geotechnical and the laboratory used on a site. The RLPE would have to sign the foundation certification report document before construction could proceed. The report must cover all testing, site elevations and all must meet applicable criteria. Dennis Mack and the committee agreed to add that the engineer of record has to pick or concur with the use of a Geotechnical firm and the laboratory used. The committee requested that Dennis Mack and Jim Dougherty construct the foundation certification letter that will be used by the engineer of record to prevent language that would remove or shift responsibility of the performance of the foundation. The committee decided that if the builder used a low risk slab (types 1 or 2 in Foundations, Basic Type, section (d)) that the builder could proceed with a lower cost engineering and Geotechnical option. If the foundation were types 1 or 2, the soils report would cover the work required to allow the structural engineer to design the piers. If the builder opted to use a foundation with a higher risk of failure (types 3 or 10 in Foundations, Basic Type, section (d)) then a full and rigorous soils report would be required, that the soils at the site must be rendered to a PVR of less than one inch, and that the structural engineer would have to design a foundation that would not fail. Jim Dougherty stated that he would give the builder an option. The option to either go with a higher cost foundation or choose a low risk foundation. You would have the option to go with either (1) or option (2). Jim Dougherty to add in the correct wording. The workshop committee discussed David Eastwood's "Recommended Scope of Geotechnical Engineering Services for the City of West University Place", Updated 07-27-04. Bryant Slimp stated that he would get with Marie J. The committee reviewed and discussed his comments on foundation designs, construction and requirements and incorporated some of his ideas. Jim Dougherty includes the concepts and information into the foundation revisions. Jim Dougherty would make changes and modification and have them ready for the next scheduled BSC meeting.
