HomeMy WebLinkAbout12132004 BSC Minutes WS City of West University Place A Neighborhood City Workshop ® Recycled Paper Building & Standards Commission 3826 Amherst Street, In the Public Works Building, Located in the Public Conference Room, West University Place, TX. 77005 Meeting Minutes December 13th, 2004 MEMBERS PRESENT: Bryant Slimp and J. Denis Powers. MEMBERS ABSENT: None. COUNCIL LIASION: None. STAFF PRESENT: Annette Arriaga, Dennis Mack and Jim Dougherty. GUESTS PRESENT: None. [Call to Order.] With a quorum, present Bryant Slimp called the meeting to order at 2:35 p.m. 1. Structural. Bryant Slimp stated that the Foundation Ordinance is finished and BSC would be discussing the structural framing phase of construction. Dennis Mack stated that the framing portion of this might be difficult. Especially if we require the structural engineer to certify their work. The Engineers cannot be present for the entire project and they will not be able to see every fastener that is done on a project. Jim Dougherty also stated that the framing phase of the project is all over the place and each section is important. BSC workshop wants to carry the structural load through to the foundation. They discussed that major beams must be in compression and must have direct and adequate support underneath. They discussed the load to grade beams and other solid footings and that they must have equivalent cross section areas equal to or greater than the cross sectional areas of the beams, joists, rafters etc. They also talked about the high grade and lower grade hangers. Dennis Mack stated that we could request that any joist hangers be installed to the manufacture's plans and specifications. He continued to add that we could also require an "as built" certificate to certify that everything was installed accordingly and meets all plans and specifications. Jim Dougherty agreed and he added that we could make the engineer certify that everything meets all of the design criteria. Jim Dougherty will put wording in the draft ordinance in regards to the observation and certifications requirements. He would also add some structural aspects of the building and put in specific items about load bearing beams, beams that support other beams, cross section of the columns and posts, and that that the engineer has to prove that load bearing beams are properly supported by the foundation. Jim Dougherty will draft up all of the information discussed and Bryant Slimp stated that an additional structural workshop would be needed to go over all of the suggestions and comments.
