HomeMy WebLinkAbout09072006 BSC Minutes City of West University Place A Neighborhood City ® Recycled Paper Building & Standards Commission Bill Watson Conference Room, Located at 3800 University Blvd. West University Place, Texas 77005 Meeting Minutes September 7, 2006 MEMBERS PRESENT: Bryant Slimp, Dave Miller and Muddy McDaniel STAFF PRESENT: Debbie Scarcella, Josie Orosco, Chris Peifer and James Dougherty GUESTS PRESENT: Terry Donahoe, Greg Salter and Robert Riquelmy [Call to Order] Bryant Slimp called the meeting to order at 6:07 p.m. 1. Notices, Rules, Etc. Commission members, staff and guests introduced themselves. Bryant Slimp stated that the board needed to finish up with the Flood Prevention Regulations, but first needs to get additional guidance from City Council. Portable on Demand Storage containers also needed to be discussed. 2. Request for Presentation of Alternate Piping Materials. Terry Donahoe gave a brief overview of the alternate piping material - XPA Plumb Better Piping. Mr. Donahoe stated the product has been around for about 35 years. XPA pipe is an alternate to copper tube for plumbing houses. The pipe is colored coded for easy identification of hot and cold runs. The pipe can be easily uncoiled and shaped by hand to create 45% or 90% bends reducing the need for fittings and allowing for longer runs. Each person using the pipe will have to be trained on how to install it. There were about 25, 000 homes that were built with the XPA pipe which was introduced to Central Texas about seven or eight years ago. There is a 30-year warranty, which covers the material. Mr. Salter stated that there are several plumbers that work in the City of West University Place that asked them to speak to the City to allow the XPA pipe. 3. Flood Protection and Prevention Regulations. Dave Miller made a motion to table the item until Debbie Scarcella could get additional information from the Zoning and Planning Commission for a full report. Muddy McDaniel seconded the motion. AYES: Bryant Slimp, Dave Miller and Muddy McDaniel. NOES: None. ABSTAIN: None. Motion passed. 4. Portable on Demand Storage (PODS). Bryant Slimp stated that he would like for the City to have some kind of guidelines to prevent them from being semi permanent. Debbie Scarcella stated the only requirements the City has for PODS is that they do not block the sidewalk. Bryant Slimp stated there should be a limit on the length of time the PODS could be allowed. Bryant Slimp would also like to have a special exception for community service activities that would allow the PODS to be used for a reasonable amount of time. Debbie Scarcella stated that another consideration to allow the PODS would be in conjunction with a remodeling project. Bryant Slimp asked Staff to draft up some guide lines or an ordinance and bring it back for discussion. 5. Meeting Minutes. Muddy McDaniel made a motion to accept the meeting minutes from the May 4, 2006 Building and Standards Commission meeting. Dave Miller seconded the motion. AYES: Bryant Slimp, Dave Miller and Muddy McDaniel. NOES: None. ABSTAIN: None. Meeting minutes approved. [Adjournment] Muddy McDaniel made a motion to adjourn. Dave Miller seconded the motion.
