Denis Powers, Dave Miller and Muddy McDaniel MEMBERS ABSENT: Brian Hoogendam STAFF PRESENT: Chief Building Official Sean Landis, City Planner Debbie Scarcella, Permit Technician Josie Orosco, James L. Dougherty and Urban Forester Craig Koehl GUESTS PRESENT: N/A [Call to Order] Bryant Slimp called the meeting to order at 6:12 p.m. 1. Notices, Rules, Etc. Bryant Slimp welcomed the visitors and staff members to the meeting. Bryant Slimp stated that Dave Miller and Muddy McDaniel would be the alternate voting • members. Sean Landis informed BSC that the changes to the demolition/salvage ordinance and the adoption of the floodplain ordinance and maps were approved based on the first reading at the City Council meeting. It will now go before City Council for the second reading. 2. Urban Forest Code Amendments. Debbie Scarcella explained the documents that were included in the packets for the commission members. Items included were as follows: recommended changes to the tree ordinance; criteria Craig uses to evaluate trees that are being requested to be removed; tree classification; Jim Dougherty's recommended changes to the tree ordinance, detailed list of money paid into the Urban Forest Enhancement fund; account activity report for funds spent from the Urban Forest Enhancement fund and the tree trust income and expense report from Trees for Houston. James Dougherty stated there was discussion amongst Debbie Scarcella, Craig Koehl and himself to update the Criteria Manual and recommend it become the main regulatory document. City staff and BSC discussed in detail the recommended definition changes to the tree ordinance. The recommended changes discussed were as follows: • Circumference • Critical root zone • Damage • DBH (Diameter at Breast Height) • "Heirloom" or "Heritage" Tree • Large Tree • Minimum planting standard . • Protected tree • Qualified tree 3800 University Boulevard • West University Place, Texas 77005-2899 0 7130668.4441 0 www.westu.org 4 ~ Building and Standards Commission Meeting Minutes June 28, 2007 • Replacement tree planting plan • Significant tree • Tree • Tree survey • General requirements for tree dispositions • Criteria for issuance of tree permits • Minimum size, minimum open and pervious growth area for replacement trees Dave Miller asked if a workshop could be held to further discuss the tree ordinance changes. Josie M. Orosco asked that City staff and BSC members email their schedules so staff could determine what day would be best to hold a workshop meeting. 3. Meetine Minutes. Muddy McDaniel made a motion to approve the June 7, 2007 minutes as amended. David Flame seconded the motion. AYES: Bryant Slimp, David Flame, Dr. Peter Benjamin, J. Denis Powers and Dave Miller. NOES: None. ABSTAIN: None. Meeting minutes passed. [Adjournment] Muddy McDaniel made a motioned to adjourn. Dr. Peter Benjamin seconded the motion.
