October 4, 2007

GUESTS PRESENT: Councilman Chuck Guffey and Robert Riquelmy
[Call to Order] Bryant Slimp called the meeting to order at 6:00 p.m.
• 1. Notices, Rules, Etc. Bryant Slimp welcomed new and returning BSC members, visitors and staff
members to the meeting. All BSC members and staff gave a brief introduction of themselves.
Bryant Slimp stated Dave Miller, Muddy McDaniel, Frank Griffin and Gerry Spedale would be
the alternate voting members. The alternate voting members alternate so that each member has a
chance to be a voting member. Bryant Slimp stated that every member is encouraged to discuss
the topics at hand, but when it comes time for approval, only voting members are counted toward
the motions at hand. Brian Hoogendam gave a brief update regarding the condition of his
newborn son. Debbie Scarcella mentioned the orientation dinner would be on Monday, October
29. 2007 at Pappasitos from 6:00 - 8:00 pm.
2. Meeting Minutes. David Flame made a motion to approve the September 6, 2007 minutes as
corrected pending Michael Talianchich's clarification regarding his comments to remove trees. J.
Denis Powers seconded the motion. AYES: Bryant Slimp, David Flame, Brian Hoogendam, Dr.
Peter Benjamin and J. Denis Powers. NOES: None. ABSTAIN: None. Meeting minutes passed.
3. Urban Forest Code Amendments. Bryant gave background information regarding the urban
forest code amendments to get the new members updated. Bryant Slimp stated the main intent of
the amendment changes to clarify and simplify it, take out ambiguities, close loopholes and to
get the intent of saving trees back into the ordinance. Bryant Slimp stated Dave Miller created a
spreadsheet from all the possible code amendments that have been discussed from the previous
BSC regular and workshop meetings. There was general discussion regarding the changes that
were discussed at the previous BSC meeting. Dave Miller stated the goal of tonight's meeting,
• with the board's approval, is to come up with an outline that can be sent to City Council to
determine if the BSC is heading toward the correct direction. The possible amendment changes
that were discussed are as follows:

. • The difference between "major remodeling" and "renovation"
• The size requirement of trees that are to be protected, planted or removed
• Classes of trees
• Minimum planting requirements/standards when trees are going to be effected during a
major remodeling or renovation
• Canopy cover exclusions
• Procedures of informing resident's and contractors of the appeal and variance process
• Tree evaluation reports - should the point value be changed? The tree report determines
the amount of replacement required for a tree that is removed
• Requirements for replacement trees
• Planting of trees in West University street areas
Dave Miller stated he would make the changes discussed regarding the urban forest code
amendments. Bryant Slimp stated the changes needed to be approved before forwarding them
onto City Council for their review. Sean Landis stated he spoke with City Manager, Michael
Ross regarding the tree ordinance amendments. Mr. Ross suggested to Sean Landis that the BSC
submit a summary to him that highlights the important issues. He will then submit it to City
Council so they can determine if they would like to have a workshop with BSC. BSC agreed to
have a workshop meeting on October 9, 2007 at 5:30 pm at the Public Works Conference Room
at 3826 Amherst.
