Meeting Minutes
July 9, 2008
MEMBERS PRESENT: Bryant Slimp, David Flame, J. Denis Powers, Dave Miller, Muddy
McDaniel and Frank Griffin
MEMBERS ABSENT: Brian Hoogendam, Dr. Peter Benjamin and Gerry Spedale
STAFF PRESENT: City Planner/Interim Building Official Debbie Scarcella, James
L. Dougherty and Urban Forester Craig Koehl
GUESTS PRESENT: Robert Riquelmy and Linda P. Driskill
[Call to Order] Bryant Slimp called the meeting to order at 6:03 p.m.
1. Notices, Rules, Etc. Bryant Slimp welcomed BSC members, visitors and staff members to the
meeting. There were introductions of BSC members, staff and visitors. Bryant Slimp stated
Muddy McDaniel and Frank Griffin would be the alternate voting members for the meeting.
Bryant Slimp asked for an update regarding the Building Official's position. Debbie Scarcella

stated there were three candidates that were interviewed and the first candidate will be having a
second interview on Friday with City Manager, Michael Ross.
2. Meeting Minutes. Frank Griffin made a motion to approve the June 5, 2008 minutes as
amended. Muddy McDaniel seconded the motion. AYES: Bryant Slimp, David Flame, J. Denis
Powers, Muddy McDaniel and Frank Griffin. NOES: None. ABSTAIN: None. Meeting minutes
passed.
3. Urban Forest Code Amendments. Bryant Slimp asked what Michael Ross' comments were
regarding the proposed tree ordinance changes. Debbie Scarcella stated that when she, James
Dougherty and Craig Koehl met to compile the changes that were requested at the previous
meeting, they decided there were still some unanswered questions that needed to be addressed
before the final list was forwarded to Michael Ross. The commission discussed the following
issues and then took a straw vote on the concepts to include in the proposed amendments.
• Protected trees - at all times: 4" plus (all Classes) and any tree planted as replacement
• Trees allowed to be removed - Unreasonably impeding proposed use or structure and
stand improvement/suppression
• Heritage trees - BSC approval required in/near street or rear yard (stronger justification
needed)
• Replacement calculation - Exception: Stem-for-stem to replace hazardous, diseased,
damaged, dead, stand improvement/suppression (up to minimum canopy standard)
• Replacement location - Street-front/side yards within 1,000 feet

• Permit types - One---"tree permit" (Simple, no-cost option for minor permits)
• Removing trees in street areas - BSC approval required if 4" plus Class I or II (Stronger
justification needed)
• Canopy Definition - Formula: (diameter of trunk in inches) squared x 3.14 = area of
canopy in square feet. Note: Canopies of newly planted trees will be boosted by set
factors.
4. Excavations and Underground Structures. Due to time constraints, Dave Miller made a
motion to table this agenda item. J. Denis Powers seconded the motion. AYES: Bryant Slimp,
David Flame, J. Denis Powers, Muddy McDaniel and Frank Griffin. NOES: None. ABSTAIN:
None. Motion carried.
