I. Call to Order: Chairman Russ Schulze
The meeting was called to order by Chairman Russ Schulze.

IV. Review and Approval of January 3, 2007 Parks Board Meeting Minutes
Approved
V. Friends Board Report: Joni
Park Lover's Ball this weekend. Working on programs and slide show. Boardmember, Charles
May, inquired about an insert into program promoting the Classical Concert Series.
VI. Public/Private Partnership Proposal for the Redevelopment of the West University
Recreation Center Property: Nicholas H. Ro, Vice President - Chief Legal and Strategic
Officer, Kelsey-Seybold Clinic/ St. Luke's Episcopal Health System CONCEPTUAL
Deferred
VII. Update regarding SOO for park planning firms: Russ & Janine
• Review Submissions- 18 requests were sent out and 4 responses were received. Meetings
to be set up for all 4 firms submitting proposals: Carter Burgess, Jackson and Ryan Architects,
BPM and Management Resources Institute.
• Prepare Questions & Interview Strategy
Meetings to be closed to public. Sub-committee working on grid with criteria.
• Schedule Interviews
Sub-committee to meet with consultants next week. Will provide recommendation to City
Council at their 2/26/2007 meeting.
VIII. Appointment of Parkland Acquisition, Parks Board Sub-Committee: Russ & Janine
• Review Nominations- Ramsay Elder, David Agerton, Marshall Clinkscales, Janine
Schueppert, Mardi Turner, Laura Theis, Russ Schulze
• Appoint Members- above nominated persons approved.
IX. Staff Reports:
• Alcohol Ordinance - Review Draft and Conduct Vote to Determine Board Support- TML
review of Insurance Rider currently taking place. The initial feel is that the ordinance would be
cost-prohibitive due to liability insurance. Item pulled pending full review.
• Rice Pocket Park Task Force Update- Final design phase with construction papers being
drawn up. An electronic proposal will be given to Council soon. Anticipate start of construction
in 120 days. The task force will make the following recommendations to Council: 1) fully fund
project and 2) officially naming park "Friends Park" for their hard work over the years to see the
project to fruition.
XI. Board Reports:
• Park Ambassador Reports: JUDSON- On 2/12/07 will know when tennis courts to be
revamped will be out of service for approximately 5 weeks. WIER- windscreens on tennis
courts to be replaced, poly-coated chains for replacement swing have been ordered.
COLONIAL- wooden structure appears to be in need of new stain, handicap swing has been
removed pending repair, the dead cedar is on the city forester's schedule for removal, the
windscreens on the tennis courts will be replaced. WHITT- still in need of decomposed granite
(also to be done at Colonial and Huff ington parks).
Special Session Agenda, January 15, 2001
• PARDner's Program Update: After Park Lover's Ball contact Leah Raigle to assist. Also
contact Paul Brace to see if Rice Grad student will still be assisting. Check with Susan White
for City's Spring calendar and pick date soon.
• Concert in the Park Series: We all need to help publicize the event. Should go to local
papers as well.
XII. New Business: Charles: West U's First Annual Tennis Tournament scheduled for Saturday,
March 31, 2007.
