Call to Order: The meeting was called to order at 6:33 pm by Chairman Russ Schulze. IV. Redevelopment Update - Jeff Gerber, PGAL Recreation Center Bids are out for most of the contracts for the building. Computer renderings have been presented to City Council. Regarding the comments on "openness" on the west side, Jeff said that nothing has changed: There are clerestory windows on north and south but not on west because of glare. The heat and glare might impede effectiveness of lifeguards, who have to be able to see the entire bottom of the pool. The city now owns the two Westpoint properties and demolition will be happening soon. Some trees may be relocated. The hole for the pool will be started in August. Tim asked if we are still heading for an opening in early March. Jeff said yes. Helen asked if using plate glass instead of mullioned would provide more light in the pool area. Jeff indicated that they are still working through logistics regarding fully vs. partially glazed windows. Janine asked if there would be any venting issues if the upper windows don't open? Jeff said no. Dave asked Jeff to discuss (air) circulation Jeff responded that the pool area is not air conditioned and that they are planning to add dehumidification as well as radiant heaters for the winter season. He expects the pool area to be mostly open during the summer Helen asked if there would be ceiling fans? Jeff said that ceiling fans are not currently in the plan Tim asked how will air move through the facility? Jeff said that there are fans that will move the air. Brian noted that the side doors go straight up and asked if they will cover the windows? Jeff said yes: They are garage doors that will go straight up. He also commented that the doors will have a limited life and that there are no garage style that are built specifically for pools. Tim asked what the panels on the doors will be made of? Jeff said they will use either tempered glass or lexan type product. Colonial Park Several floor plans for the Colonial Park building were presented to City Council. They differed mostly in the location of the entrance. The building footprint is actually smaller than existing building on the park side. There is a control area at the entrance and then the patrons can either go down corridor or through dressing rooms to reach the pool. There is a parkside family/unisex restroom and a poolside family restroom as well. They are looking at additional shade opportunities around the deck of the pool in addition to a covered, shaded zone on the deck. The entrance will be covered and somewhat larger than it is today, however they have to work around some big trees, so the proportions might change slightly. Helen asked if we could move the vending machines to the north side of the shaded area? Jeff said they are trying to maximize counter zone for concessions. Right now the vending machines are in the middle of the covered area with some columns. Janine asked if the vending machines could be where the soda machine is now? Jeff indicated that the pool has pushed into that zone so it's not available. Jeff said that they have been asked to look at shading a larger part of the pool zone. Haley has done some work, but he is still working on the budget numbers. Ideas include covering the entire southwest (circular) section and adding larger shade structures in zone 0-1. The infrastructure will be included in construction so if the cost of shade structures is prohibitive, they can be purchased later. We definitely do not want to put shade structures in the water. They may add some shade in queuing areas for climbing wall and slide. The design must be finalized by the middle of August so that construction can start in September. Mardi asked about the idea of a moveable/removable fence so that west side green space can be made available when the Colonial Park pool is not open? Jeff said that they will look at it. Janine thinks some of the beach chair area could be shaded; don't want to rule it out. Jeff said that there will be different shadows cast all over at different parts of the day. Tim stated that we absolutely must stay within the $13.8 million. Jeff said that we can test and check real prices, and be flexible on when it is paid for. Tim asked if Tellepsen had confirmed a Memorial Day 2010 opening for sure. Jeff confirmed that date. Tim asked that Jeff review the reason for the delay of the Recreation Center opening to March. Jeff said that we have to be able to service the patrons with restrooms, showers, etc if the pool is opened. An earlier opening would require things to be done out of sequence. Tellepsen encouraged going ahead with the entire construction project without any sections opening early and that it would be safer and better to build the greater part of the structure before digging the hole for the pool. Janine asked when will the ball fields be reopened? Jeff said that Tellepsen is using the fields for staging and that Tellepsen has asked if the fields need to be made available. This is also a safety question: Tellepsen would prefer to have full use of the area until the project is completed V. Colonial Park Pool Play Element update - Janine Janine reviewed the play elements that have been agreed upon: Lily pads in lily pad area Tethered log in the deep water area Small double slide Climbing structure with faucets, no large dump bucket Open drop slide in the deep end Blue / green /aqua No real "theme" Geysers in zone 0-1 Smaller dump buckets in zone 0-1 Dave asked whether shade over the tennis courts is being considered? Jeff said the tennis courts are being completely rebuilt. Tim said that shade for the courts is being reviewed, but it depends a lot on the price. The infrastructure will be built in, however. Dave remarked that there are several mature oak trees close to the deck area. Jeff replied that the arborist has and will continue to pay attention to those trees. Janine asked whether the wall between the cardio and weight rooms at the Recreation Center would be a full vs. a half wall. Tim said that the wall has been eliminated. Brian asked if there were any plans for memorial pavers at either site? Russ said that it would be a good thing for Friends to discuss Russ said that City Council had voted on the name for the Recreation Center, and that it is officially the West University Place Recreation Center. Helen said that the tennis courts at other sites have shade. With the new footprint at Colonial Park, could we add trees on the south side? Jeff said that there is not enough space on the south side. Tim said that he would look into the possibility with Craig. Brian asked if we can get a finish for the tennis courts that will keep the heat down? Tim said that he would look into it. Jack Guelzow asked if there are windows in the weight room overlooking the pool? Jeff said yes. Janine asked if there have been any further decisions on the sports courts at the Recreation Center? Jeff said that they are looking for a location to go for a visit, to see what's available. Dave asked how many parking spaces the trees consumed at the Recreation Center? Jeff said that the parking lot has been poured, and that we did lose a couple of spaces. II. Minutes - motion to approve - Janine moved that the minutes be approved as written. III. Citizens comments - there were no comments VI. Russ report that Friends will not meet until August so there is no report Janine asked if the city's naming rights policy being addressed? Steven Segal indicated that the topic it is on the list of goals for Council. Tim said that Friends has a lot more expertise than we might. They made a proposal about three years ago that was tabled. Any discussion should probably include both the Friends and the Parks Board. He also said that Phil and Linda Lewis are interested in having the ball fields at the Recreation Center named for them. Russ said that we need to go ahead and get the ball rolling again. Janine noted that Judson Park is the next park scheduled for renovation. She suggested that we may want to switch focus to Colonial Park and/or the Recreation Center for next year. Tim said that Friends has already discussed using 2010 money for Recreation Center playground, and moving the other parks back a year. Friends Board can approve amending schedule, then we can approve. VII. Staff Reports Huffinaton Park unofficially reopened on 3 July. Most of the equipment is in place, but some needs to be replaced because the wrong equipment was sent. Posts are set for fence. Staff has met with the Sickler family - when the palm trees were removed, their privacy was taken away. They have agreed to a tree replacement plan and will be underwriting the purchase of the trees. A grand reopening ceremony will be scheduled. The turtle is being refurbished and will be auctioned off at the Park Lovers Ball. Park benches and picnic tables are going to the library courtyard area. Park Improvements - see weekly reports Janine asked if the July 4 parade could begin earlier? It was really really hot this year and maybe a 9:30 am start would be better. She also noted that the restrooms at the Dugout were locked. However, the sprinklers were on the ball fields - which was really cool! Mardi asked about the community garden scout project. Tim said that he hasn't heard from the scout, but that he would like to get it restarted if another scout can be found to pick it up. VIII. Board Reports Brian said that one of the lights on the Weir Park tennis court may be out or is not aimed correctly. He also asked if the play elements can be cleaned more frequently. He asked if the bench near the sphere is supposed to have a substrate? Tim said that they cannot use gravel there, or anything else for fear of damage to the neighboring trees. Janine said that the chains on the new bucket swing are way too short Janine asked if we could have wiring done for a digital/electronic exercise system like the one at the Briar Club. Mardi asked if it has to be a dedicated space? Janine said that we need to be looking at land acquisition since prices are low. IX. New Business - none X.
