Meeting was called to order at approximately 7:35 p.m Approval of Minutes. July 5, 2000 minutes were approved. III. City of WU Historical Society Request - June Begemann and Daila Stokes. A special presentation was given by June Begemann and Daila Stokes. The WU Historical Society has set a goal to develop a WU museum. Ideally, this would be a typical WU older house possibly moved on or next to park property. Their 3 suggestions were: Rice Pocket Park, Colonial Park, or a corner of the YMCA (if it is purchased by the city) They are also considering a "store front" on Edloe. Their main need is for space for storage of artifacts, display exhibits, and meeting room. They do have a few things they sell. Even though WU is relatively a young city, they pointed out that it only takes one person to become famous from here, then people want to come visit. It was discussed that if the Parks Board helped them with this project, it would be in a 5 to 10 year time range. IV. Bill Hall Memorial Update - Kathy Hall. Kathy Hall did a special presentation that included a model and sketches of the Bill Hall Memorial that will be built in Huffington Park. It is intended for preschool aged children. Christi Quinn will represent the Park Board in the development of this memorial. There is a current estimate of $18,000 to build the project and there is currently $1,500 in the fund. Kathy has several names of people who said they would donate, and some builders will do in-kind donations. V. Chairman's Report/Update. A. Friends - WUES: Park Lovers Ball. Colonial Park will be the primary beneficiary this year. The WU School Playground is the secondary. There will be a special corner where people can donate or buy specific items for the West U School Playground. There is also an idea for a "City Wide" fund raising event. Maybe a New Years event for Friends, Tri Sports, WU School Playground, and Southside Place. B. Friends - Sidewalk project for WJ Park. A fund raising event will be held to allow people to "customize" the sidewalk in cement. This will replace the granite path with cement to help protect the basketball court. Renelle Cadena will represent the Parks Board for this project. C. ARF. They will come to the October meeting. D. Sidewalks. Burt Ballanfant discussed that the sidewalk committee suggested for the city to take on the sidewalk planning and financial burden. They suggest to use Certificates of Obligation and the total project to cost $4-$5 million. Council will vote on Monday about the sidewalks E. Lot for Sale. Will Burtron communicated to the owner that the City is not interested in purchasing the property at this time. F. Colonial Park utility lines. The city is looking at putting the power lines in the ground. VI. Citizen's Requests and/or Miscellaneous Staff Reports A. Sherman Yehl a. Grice home in Colonial Park. The condemnation hearing set the price at $205,000 for the property. It will be recommended to City Council to purchase the property and then tear it down. b. YMCA. The City's appraisal is $1.9 million and the Y appraisal is $4.9 million. The YMCA is listing the property on the market for $5 million. The City does have first right of refusal and could condemn the property if necessary. City Council is deciding an amount for a formal offer. C. Edloe Linear. Jim Patterson is doing drawings to show Council on the 25th They are working on the bridge and sidewalks specifics. The City approved $35,000 to replace the current utility poles with concrete poles and are now waiting for some information from Reliant Energy to go forward. The oleanders will be replaced with trees. d. JMH. Janet and Charlie Wilson are planning to close the purchase September 15. The parking permit for a section of the parking lot has expired and the Wilsons have to go before the Zoning and Planning Board for a new permit. e. Gateways. Sherman showed a few drawings that Jim Patterson is working on for 3 intersections. Jim is also working on drawings for park signs. f. City Center Development. The school PTA has a master plan for the green space. WU Softball wants a batting cage. Some of the other goals mentioned were a median on University, paver crosswalks, improved sidewalks, head in parking on the west side of Edloe. They are waiting to hear the amount of money that TxDot is putting in. The project is expected to begin by the summer of 2001. B. Marsha Noyes. Marsha is the new Recreational Manager at Colonial Park. She came to meet the Board. She noted that they have added a computer to Colonial Park so they can confirm if a person is a resident or non-resident of West U. VII. Discussion Items. A. Master Plan. a. What's next. Jim Patterson is working on a 8 1/2" x 14" size. The goal is to have a copy of the reformatted plan late September. There will be a review and then it will be printed and presented to Council. It will also be turned over for Friends to use for fund raising. We will begin to set dates for local meetings. b. Priorities, costs. At our next regular meeting, we will decide what will be our first major project. The project will probably involve 2-3 phases at Colonial Park. VIII. Adjournment. Meeting was adjourned at 9:30 p.m.
