Approval of Minutes. November Minutes were moved and approved. III. Citizen's Requests and/or Miscellaneous Staff Reports. Mark Mailes gave the Whitt Johnson construction update. The project is underway and progressing. IV. Chairman's Re ort/U date. A. Bill Hall Memorial. Will Bertron gave update on Bill Hall Memorial. Design is in process and Kathy Hall Dobbs working to finalize. Hufngton Park sign was approved. Waiting for permanent "element" issues to be resolved before proceeding. B. Rosenbloom Pavillion. A reception will be held January 9, 2000 at 1:00 p.m. at Whitt Johnson in honor of Henry Rosenbloom's $10,000 donation for the building of the pavillion in honor of his wife. C. Park Lover's Ball. To date twenty-five tables have been sold. The sale of tables is going well. D. "Home lace" Tennis Tournament The Mayor asked the parks board to take the lead on running the tennis tournament as part of "homeplace" festivities in April. Tim Hanson and Mark Mailes of the parks board will head this event. American General will provide design graphics material for recognition awards. E. Parks Master Plan. Will Bertron reviewed the selection process. Since last meeting, Mark Mailes, Evans Attwell, and Will Bertron met and discussed how to proceed with plan development proposal. Jim Patterson has prepared inventory review and built a tentative flow chart. Today, Mailes, Bertron, Patterson, and Dr. Scott conducted a "drive around" the community and discussed the overview of the community. Presentations were given on the following: 1. White Oak Process Overview. Jim Patterson explained proposal process that included the scope and timeline for the master plan, actual development, and implementation. He also handed out copies of proposed timeline. 2. Survey Overview Presented by-Dr. Scott. i. Distribution. Should take approximately 7 weeks for the survey process. The survey will be conducted in four waves: preliminary notification, the survey, postcard reminders, and a data analysis section that should be completed by March 20 with a report following on April 17. ii. Survey Details. Discussed details of survey including questions that should be asked and the number of households that need to participate in the survey to drive statistically significant samples. Decided to survey all households to get thorough input. Survey Design. Anticipate mailing approximately 5400 surveys and receiving approximately 2700 responses in return. 3. Types of Survey and Data Collected. Five types of information expected to receive from the survey: i. Frequency of Park Use; ii. Satisfaction of Parks; Priorities of Park Facilities; iv. Funding of Parks; and V. Background information on Park Goers. V. Discussion Item. Discussion ensued on the quality and character of data and the resultant direction of survey questions. There was also discussion regarding demographic shift and subsequent need for "teen-space." VI. Adjournment. Meeting adjourned.
