I. Call to Order: Chairman Dave Stephan
The meeting was called to order by Chairman David Stephan, at 6:16pm.
II. Introductions: All
No members of the public or other Boards or Council were in attendance
therefore introductions were skipped.
III. Citizen's Comments: Any member of the public wishing to address the
Board
None.
IV. Review and Approval of June 7, 2006 Parks Board Meeting Minutes:

A motion was made to approve the by-laws as written. Motion unanimously
approved.
V. Approval of Parks and Recreation By-laws: Janine
Janine was not in attendance. Update from Tim O'Connor who forwarded the
minutes to Council. Council suggestion an internal acceptance of the minutes
otherwise an amendment of the charter and/or ordinances would be required.
Motion made to approve and adopt the by-laws internally. Motion
unanimously approved.
VI. Friends Board Report: Joni
Joni was not in attendance.
VII. Rice Pocket Park & Library Courtyard Task Force Update: Tim
Council recently approved the Task Force's recommendation on the
preliminary design including the clock tower and arbor and they authorized
the City Manager to enter an agreement with White Oak Studio, to finalize the
design and prepare bid documents for the construction improvements at the
Rice Pocket Park, in the amount of $50,700.00. Bidding will take 30 days and
construction is estimated at three to four months with an estimated ribbon
cutting in April 2007.
VIII. Staff Reports: Conceptual Designs for west University Place Recreation
Center and the Colonial Park Swimming Pool
The Board reviewed two preliminary conceptual design options offered on
both the Colonial Park project and the Recreation Center project. The Board
reviewed the conceptual designs with the following caveats from Council: 1)
Colonial Park will become the City's Aquatic Facility- where both municipal
pools are located. 2) The West University Recreation Center will not have a
swimming pool in the new design. 3) The new Colonial Park Aquatic Facility
will have a second pool with a permanent enclosure. The proposed location
for the enclosed pool will be where the existing tennis courts are located. The
existing pool would be renovated and operated exclusively as a seasonal pool.
4) The tennis courts would be removed from Colonial Park and a minimum of
two new tennis courts would be built at the West University Recreation Center.
The Board's suggestions are as follows:
Colonial Park Recreation Center & Swimming Pool - Option I Preferred:
• Include head-in parking as noted on Case & Byron
• Design & Locate Restrooms to be accessible from both the aquatics
facilities and the east end of the park.
• Favor the central entry point location as shown on Option I.
• Include a vending concession pavilion on the east side of the park.
• Design a single area for concession stand, vending area and possibly a
cafe type restaurant.
• Family Pool: Zero depth entry - separate fenced-in splash pad area w/
adequate shade.
• Expand footprint of family pool to incorporate the existing baby pool.
• Locate the lap pool in an east/west orientation and move the structure as
close to Case Street as possible.
• Design lap pool with separate deep area - T-Shape design preferred.
• Lap pool enclosure to be constructed of wood, glass and limestone.
• Theme for the entire Colonial Complex - "Hill Country" - limestone &
black wrought iron.
• Existing two-story structure to be heavily renovated or possibly start over
with new construction using the existing slab.
• Paths throughout the aquatic portion of the complex to be stone with lush
landscaping.
• Terraced and separated areas for lounge chairs and sitting areas.
• Incorporate the west end of the park into the design and theme by adding a
picnic pavilion with outdoor kitchen and restrooms. ( 2004 Rotary
proposal)
• Adult Features: Waterfall pool component, lazy river pool component and
lounge/sunning area.
• Youth Features: slides, waterworks, fun-features and plenty of artificial
shade.
West University Recreation Center - Option II Preferred:
• Preferred facility entry/exit orientations using both Cason & Bellaire.
• Tennis courts ( lighted ) at ground level and located on the north side of
the park property, incorporating existing and additional natural shade.
• Pedestrian and bicycle access off Community Street.
• Town Center style brick/wrought iron fence along Bellaire Blvd. and
possibly the entire property.
• Parking: 1) lineal/off-street, head-in parking along Bellaire 2) consider
placing parking lot between athletic fields and the eastside development.
3) any parking should be located close to Bellaire.
• Entry/access to all park features should be routed through a central/staffed
control point inside the recreation center.
• Suggested Facility Indoor Amenities: gymnasium w/stage ( basketball,
volleyball, jazzercise, dances, town meetings ) two racquetball courts,
weight-room , cardio equipment studio, large activity room ( gymnastics,
dance and martial arts indoor playground, two class/meeting rooms
( seating capacity - 30 control room, pro-shop/snack bar, four
administrative offices, conference room ( seating capacity - 15 male &
female restrooms/dressing rooms, small laundry room, lobby, storage
space and maintenance shop w/ offices & storage
• Suggested Special Features: outdoor climbing wall, chipping/putting green,
batting cages, skate park,
• Purchase the residential and the commercial properties along Westpoint,
prior to beginning the redevelopment. Locate indoor facility in an
L -shape orientation at the corner of Westpoint and Bellaire.
• Secure agreement with pipeline company for long-term use of the pipeline
corridor between Bissonnet and Bellaire - develop additional parking for
athletic fields on the southern end or corridor and a meandering
decomposed granite walking trail and possibly disc golf course from the
north end of the WURC property to Bissonnet - use city owned lot on
Community Street as the "trail-head".
• Eliminate the oval asphalt track and incorporate a decomposed granite
walking trail which meanders throughout the property.
IX. Board Reports

B. PARDner's Program Update: Paul & Laura
Paul is still out of town. The plan to hold one event in early Fall at
Weir Park was discussed.
C. Colonial Shade Project: Janine & Charles
No new business.
D. Park & Beautification Project: Helen & Randal
No new business.
