MEETING MINUTES
October 9, 2008
MEMBERS PRESENT: Steve Brown, Allan Elkowitz, Selby Clark, Dick
Yehle, Mac McManus and Janet Duncan
MEMBERS ABSENT: none
COUNCIL: none
STAFF PRESENT: Debbie Scarcella, City Planner; Sallye Clark,
Planning Assistant; and James Dougherty, City
Legal Counsel
Call to Order - With quorum present at 6:15 p.m., Steve Brown called the meeting to
order.
1. Minutes.
August 14, 2008. Selby Clark made a motion to approve as written. Mac McManus
seconded. Ayes: Steve Brown, Allan Elkowitz, Selby Clark, Dick Yehle, Mac
McManus and Janet Duncan. Noes: none. Motion passed. Minutes approved.
2. Variances and Special Exceptions. After discussion of both amendments, Mac
McManus made a motion to approve and forward the final report to City Council
regarding variance limitations dated October 9, 2008. Dick Yehle seconded. Ayes:
Steve Brown, Allan Elkowitz, Selby Clark, Dick Yehle, Mac McManus and Janet
Duncan Noes: none. Motion passed.
Dick Yehle made a motion to approve and forward the final report to City Council
regarding special exceptions for work under permit dated October 9, 2008. Mac
McManus seconded. Ayes: Steve Brown, Allan Elkowitz, Selby Clark, Dick Yehle,
Mac McManus and Janet Duncan. Noes: none. Motion passed.
3. Basements and other Subterranean Structures. ZPC reviewed the Joint
Preliminary report compiled by Staff, Steve Brown and Bryant Slimp and discussed
the status of the report. Debbie Scarcella informed ZPC that the report had been
forwarded to the City Manager for possible referral to City Council and request for a
joint workshop. Staff was instructed to inform ZPC members of Council's decision.

4. Fences. ZPC had discussion regarding fencing and hedges and tall plantings which
act as fencing in side and front yards. Debbie Scarcella was instructed to research to
see how and if other comparable cities regulate fencing and plantings of this nature.
Steve Brown also requested that ZPC members drive around a look at the following
addresses and discuss further at next month's meeting:
• 6315 and 6331 Brompton
• 3731 Tangley
6355 Rutgers
• NW corner of Buffalo Speedway and University
• Arbuckle at Annapolis (both sides)
• Vanderbilt at Pittsburg
Adjournment. Mae McManus made a motion to adjourn. Selby Clark seconded.
Ayes: Steve Brown, Allan Elkowitz, Selby Clark, Dick Yehle, Mac McManus and
Janet Duncan. Noes: none. Motion passed. Meeting adjourned at 7:40 p.m.
