at 7:05

Call to Order - With quorum present at 6:21 p.m., Steve Brown called the meeting to
order.
1. Minutes.
January 10, 2008: Mac McManus made a motion to approve as written. Janet
Duncan seconded. Ayes: Steve Brown, Janet Duncan, Allan Elkowitz, Patric
Stafshede and Mac McManus. Noes: none. Motion passed. Minutes approved.
February 12, 2008: Patric Stafshede made a motion to approve as ame»ded. Mac
McManus seconded. Ayes: Steve Brown, Janet Duncan, Allan Elkowitz, Patric
Stafshede and Mac McManus. Noes: none. Motion passed. Minutes approved.
2. Miscellaneous Amendments/Updates. ZPC reviewed and discussed the comments
made at the joint public hearing with City Council and written comments received by
staff regarding the seven proposed amendments. The ZPC took the following action:
Mechanical Equipment: Mac McManus made a motion to approve and forward the
final report to City council. Allan Elkowitz seconded. Ayes: Steve Brown, Janet
Duncan, Allan Elkowitz, Patric Stafshede and Mac McManus. Noes: none. Motion
passed.
Garages in Side Yards: Mac McManus made a motion to approve and forward the
final report to City council. Allan Elkowitz seconded. Ayes: Steve
Brown, Janet Duncan, Allan Elkowitz, Patric Stafshede and Mac McManus. Noes:
none. Motion passed.
Buildings in Rear Yards: Patric Stafshede made a motion to approve and forward
the final report to City council. Mac McManus seconded. Ayes: Steve Brown,
Janet Duncan, Allan Elkowitz, Patric Stafshede and Mac McManus. Noes: none.
Motion passed.
Dick Yehle arrived at 7:05 during the discussion of Old Stock Housing.

Old Stock Housing: Patric Stafshede made a motion to forward the final
report to City council for approval as amended. Dick Yehle seconded.
Ayes: Steve Brown, Allan Elkowitz, Patric Stafshede, Dick Yehle and
Mac McManus. Noes: Janet Duncan. Motion passed.
Structures: Mac McManus made a motion to forward the final
report to City council for approval as amended. Janet Duncan seconded.
Ayes: Steve Brown, Janet Duncan, Allan Elkowitz, Patric Stafshede, Dick Yehle and
Mac McManus. Noes: none. Motion passed.
Driveways and Parking and Garages and Maneuvering Areas will be discussed
at next months meeting.
3. Variances and special exceptions. ZPC considered draft documents that would
amend the variance and special exception sections to the zoning regulations. The
variance section amendment would explicitly include language consistent with state
law and recently upheld state Supreme Court decisions. The special exception
section would create a safety valve option for ZBA to consider when hearing cases
involving permits issued in error. The criteria required to be met is very narrow and
all six criteria must be met before the special exception could be granted. More
discussion on these items will take place at the April 2008 meeting.
