MEETING MINUTES
April 9, 2009
MEMBERS PRESENT: Steve Brown, Selby Clark, Allan Elkowitz, Dick
Yehle, Bruce Frankel and Mac McManus
MEMBERS ABSENT: none
COUNCIL: none
STAFF PRESENT: Debbie Scarcella, City Planner; Sallye A. Clark,
Planning Assistant and Josh Golden, City Legal
Counsel
Call to Order - With quorum present at 6:18 p.m., Steve Brown called the meeting to
order.
1. Notices, Rules, Etc. Debbie Scarcella introduced Josh Golden new legal counsel and
let everyone know there would be a reception for Jim Dougherty on April 16, 2009
from five to six o'clock in the Bill Watson Conference room. Steve Brown
welcomed everyone and ZPC members and staff introduced themselves
2. Minutes.
March 12, 2009. Dick Yehle made a motion to approve as written. Selby Clark
seconded. Ayes: Steve Brown, Selby Clark, Allan Elkowitz, Dick Yehle, Bruce
Frankel and Mac McManus. Noes: none. Motion passed. Minutes approved.
March 23, 2009. Bruce Frankel made a motion to approve as written. Dick Yehle
seconded. Ayes: Steve Brown, Selby Clark, Allan Elkowitz, Dick Yehle, Bruce
Frankel and Mac McManus. Noes: none. Motion passed. Minutes approved.
3. Driveway Stubs. Steve Brown informed ZPC that the Final Report is on the City
Council agenda on April 13th and April 27tH
4. Basements and other Subterranean Structures. Steve Brown gave a background
on below grade structures. Debbie Scarcella gave an overview of the chart,
"regulation of basements and other below grade spaces, alternate approaches, 3-19-
09". This chart was drafted based on comments from the BSC at their meeting in
February 2009. Debbie Scarcella stated that City Council gave direction to both BSC
and ZPC to look at allowing below grade structures with regulations. Dave Miller,
Building and Standards Commission member said the following issues were
discussed at their meeting:
