February 12, 2009
MEMBERS PRESENT: Steve Brown, Selby Clark, Allan Elkowitz, Dick
Yehle, Mac McManus and Bruce Frankel

Call to Order - With quorum present at 6:21 p.m., Steve Brown called the meeting to
order.
1. Notices, Rules, Etc. Steve Brown welcomed everyone and ZPC members and staff
introduced themselves.
2. Minutes.
December 11, 2008. Mac McManus made a motion to approve as written. Selby
Clark seconded. Ayes: Steve Brown, Selby Clark, Allan Elkowitz, Dick Yehle, Mac
McManus and Bruce Frankel. Noes: none. Motion passed. Minutes approved.
3. Matthews Market Plat. This agenda item has been postponed until the March 12,
2009 meeting as requested by the applicant.
4. Basements and other Subterranean Structures. Staff reported on the workshop
with City Council regarding this item. Staff will try to coordinate with the BSC and
develop proposals for discussion.
5, Dead End or Stub Driveways. Dick Yehle gave a recap as to why the ZPC was
discussing this item. The commission had discussion about their workshop with city
council regarding this item and the preliminary report submitted by staff dated
January 8, 2009. Selby Clark made a motion to approve the preliminary report with
minor revisions and to forward to City Council in order to ask approval of an
ordinance setting a joint public hearing. Motion was seconded by Dick Yehle. Ayes:
Steve Brown, Selby Clark, Allan Elkowitz, Dick Yehle, Mac McManus and Bruce
Frankel. Noes: none. Motion passed. Staff will bring the preliminary report forward
at the next regular council meeting on February 23, 2009.

Fences. Staff went over the preliminary report dated February 12, 2009 and there
was a great deal of discussion concerning the workshop with City Council regarding
this item. Dick Yehle passed around pictures of examples of side yard hedges located
in front yards. The ZPC requested several minor revisions to the preliminary report.
Mac McManus made a motion to approve a revised preliminary report to forward to
the City Council for approval of an ordinance setting a joint public hearing. Motion
was seconded by Bruce Frankel. Ayes: Steve Brown, Selby Clark, Allan Elkowitz,
Dick Yehle, Mac McManus and Bruce Frankel. Noes: none. Motion passed. Staff
will bring the preliminary report forward at the next regular council meeting on
February 23, 2009.
Adjournment. Selby Clark made a motion to adjourn. Allen Elkowitz seconded.
Ayes: Steve Brown, Selby Clark, Allan Elkowitz, Dick Yehle, Mac McManus and
Bruce Frankel. Noes: none. Motion passed. Meeting adjourned at 8:55 p.m.
