CITY COUNCIL MEETING MINUTES
City Council of the City of West University Place, Texas, met in special and regular session
Monday, September 22, 2008, in the Municipal Building, 3800 University Boulevard, West
University Place, Texas, beginning at 6:00 p.m. to consider the following:
MAYOR KELLY CALLED THE SPECIAL MEETING TO ORDER AT 6:00 P.M. IN THE
CONFERENCE ROOM
Those also present: Mayor Pro Tern Fry, Councilmember, Guffey, City Manager Ross, City
Secretary Lenz, City Attorney Petrov, Finance Director Daugherty, Assistant Finance Director
Thomas, Human Resources Manager Standorf, Assistant City Manager/Public Works Director
Pfeifer, Parks and Recreation Director O'Connor, Police Chief Walker, and Fire Chief Ralls.
Councilmembers Talianchich and Cohen were absent.
1. Hurricane Ike
Staff will provide update on Hurricane Ike recovery efforts and City Council may take whatever
action necessary.
City Manager Ross provided the latest storm related to CenterPoint power outages and the
status of City services, including water and wastewater services, solid waste and recycling,
storm debris removal, development services, crime, fire and EMS services, and parks and
recreation facilities and programs.
Mayor Kelly read a letter from Concilmember Cohen regarding her gratitude to the City and
staff for a job well done.
At Mayor Pro Tern Fry's request, City Manager Ross said he will provide Council with an
assessment of the recovery efforts when complete.
Mayor Pro Tern Fry moved to adjourn the special meeting at 6:43 p.m. Councilmember Guffey
seconded the motion. MOTION PASSED.

NOTICE. City Secretary Lenz confirmed the notice of this meeting was duly posted in accordance
with the Texas Government Code, Chapter 551, on the 19tt' of September 2008 at 3:30 a.m.
2. Public Comments
Citizens who wish to address items that are not on the agenda will be permitted to speak
to the City Council at the microphone after introducing themselves and giving their address.
[Note: State law will not permit the City Council to fully discuss debate or consider items that
are not on the agenda. Items that cannot be referred to the City Staff for action may be placed
on the agenda of a future City Council meeting.]
Margot Hellerman, 3905 Marlowe, spoke to say she has been a citizen over 30 years and after
being here through Hurricane Alicia, she expected community support, but was overwhelmed
by City officials and staff. She commended all for keeping residents informed and can't say
thank you enough.
Carolyn Sacci, 3768 Rice Boulevard, came forward to say thanks to city officials, city
manager, and staff for keeping residents informed and for the generous supply of ice for those
that were still without power. She said the efforts and hard work are appreciated and she is
proud to be a West U resident.
Kathy Sweeney, 3822 University, spoke to say that she dittos the remarks of the previous
speakers and said she also appreciates living in West U.
Citizens who wish to address agenda items
Citizens who wish to address specific agenda items will be permitted to speak to the City
Council at the microphone after introducing themselves and giving their address.
Citizens may speak and discuss the November 4, 2008 bond election and city recreational
facilities.
There were no speakers to come forward to address agenda items.
3. Public Hearing on Tax Rate
Public hearing to hear comments for or against the proposed tax rate for the City of West
University Place.
Mayor Kelly called the public hearing to order at 6:56 p.m.
Finance Director Daugherty presented and explained why the City is required to hold public
hearings on the tax rate.
With no public comments, Mayor Kelly closed the public hearing at 6:59 p.m.
4. Consent Agenda
All Consent Agenda items listed are considered to be routine by the City Council and will be
enacted by one motion. There will be no separate discussion of these items unless a Council
member requests in which event the item will be removed from the Consent Agenda and
considered in its normal sequence on the agenda.

A. City Council Minutes
Approve the special and regular City Council meeting minutes of September 8, 2008.
B. Tri-Sports Memorandum of Understanding
Consideration and possible action on the 2008-2009 Memorandum of Understanding
between the City of West University Place and Tri-Sports.
Mayor Pro Tern Fry moved to approve the Consent Agenda. Councilmember Guffey seconded
the motion. MOTION PASSED.

Absent: Councilmembers Talianchich and Cohen
5. H-GAC General Assembly Representatives
Consideration and possible action on the designation of a West University Place representative
and alternate for the Houston-Galveston Area Council 2008 General Assembly.
City Manager Ross presented and recommended that Mayor Pro Tem Fry and Councilmember
Guffey be reappointed to serve as the representative and alternate, respectively.
Mayor Kelly agreed and moved to approve the reappointments as recommened.
Councilmember Guffey seconded. MOTION PASSED.

ADJOURNMENT
A motion to adjourn the regular session at 7:05 p.m. was made by Mayor Pro Tern Fry and
seconded by Councilmember Guffey. MOTION PASSED.
