HomeMy WebLinkAboutssminutes101499SENIOR SERVICES MINUTES OCTOBER 14, 1999 MEMBERS PRESENT: Sharon Reusser, Manager Mary Lee Gray, Chair MEMBERS ABSENT: Lola Brooks Lorraine Greenleaf Betty Aillet Joseph Graf Maureen Graf George Harbeson Tom Malloy Stan McCandless Ken Moore Lynn Old Alice O'Neill Bob Park Dalia Stokes Dorothy Zink GUESTS: Walter Thomas Mark Mailes Mayor Linda Lewis CALL TO ORDER: Regular monthly meeting of West University Senior Services Board was called to order by Chair Mary Lee Gray at 2:30 on October 14, 1999. Mary Lee introduced Walter Thomas, Financial Director of West University. Mr. Thomas gave a very interesting presentation about the 2000 Budget. Highlights included: 1. Proposal to increase Police Department by hiring three additional officers. 2. Hire an additional dispatcher and a fire marshal in hopes of bettering our Insurance Service Organization rating. Although this would tend to increase property taxes, it would hopefully be offset by a lower home owner insurance rate. 3. Due to surge in assessed valuation figures, tax rate figures would normally drop: However, due to extensive work on the infrastructure, the rate will probably be equalized. Mr. Thomas also noted that Senior Homestead Exemptions were 53 million dollars, down from 70 million a few years ago. Additionally it is expected that water and sewer charges will increase. The Board thanked Mr. Thomas for his time in explaining the budget to us. APPROVAL OF MINUTES: It was moved by Ken Moore and seconded that the minutes of the September 9, 1999 meeting be accepted as published. PREVIEWS AND MONTHLY REPORT: Sharon read the previews and noted Defensive Driving had been cancelled because too few signed up. The Monthly Reports were taken home for reading. AARP REPORT: There was no report, but Sharon noted that the chapter was in dire need of volunteers to fill offices. TREASURER'S REPORT: Alice O'Neill read report. Dorothy Zink moved to accept and Stan McCandless seconded. SUNSHINE MEALS: Tom reported number of meals stays around 54. RECYCLE REPORT: There was no official report but general discussion concluded that the program is working well. The flyer included in the mailing with City Currents also received praise from the board members. Mayor Lewis commented that in the area where the experimental bins are in use, the amount of recycling rose dramatically. CITY COUNCIL REPORT: Dorothy reported that the Red Cross Disaster Center would be at St. Andrews Church. Motor traffic report will be done after the new year. A survey of the city is in progress. A public meeting will be held on October 1S and members were urged to attend. NEW BUSINESS: Sharon reminded members that Mike Anders birthday is October 20 if anyone wished to send a card. Sharon suggested that in concurrence with Senior Volunteer Appreciation Day on November 10 that the day be also designated as "Marie K. Fish Appreciation Day." This was well received by the board. Mayor was asked to sign a proclamation for the event. Stan moved and Dalia seconded that Sharon be authorized to spend money as needed for flowers, food and other expenses. Mayor Lewis stated that she hoped to have a year long project to recognize during each month of 2000 a resident for outstanding service to the community, i.e. longest resident, longest volunteer, person who started soft ball or soccer, etc. Members were urged to present candidates. OLD BUSINESS: Committee is working on means of updating our mailing lists to include the 55 - 65 year olds and encourage their participation. Mayor Lewis reported that a West University Festival together with Southside Place is being planned for March or April. Purpose of festival is to foster a closer relationship with all our neighbors to make the community more family-like. A concert will be held at the end of the festival. All monies raised will be used to buy playground equipment at the West University School which is used by children of both communities. A Newsletter of about one page will be issued and mailed with Senior Services schedule. Members were urged to provide information for this project. Care Committee will be known as Neighbor to Neighbor and hopefully work will begin when lists of seniors are available. Mary Lee commented on the letter Bob Park submitted to the Board. She felt that he was out of order to take up Senior Services budget matters without prior notice or approval of the Board. Mr. Park replied that he acted as a private citizen and there was no time to bring these matters before the board. Mayor Lewis agreed that once a citizen is appointed to a City Board it is not acceptable to speak alone, but should consult with other members for their input. Tom Malloy asked that the meals program be properly identified. It is not "Meals on Wheels," which is a federally funded program. It is "Sunshine Meals" and is funded and administered by C.C.S.C. and recipients pay $2.50 if able or scaled down according to their means. ADJOURNMENT: Meeting adjourned at 4:00 P.M.
