The City Council convened in Regular Session in the Municipal Building Council Chambers on February 28, 2000, with the following members present: Mayor Pro Tem Ballanfant presiding, Council Members Bertini, Grubb and May. The City Manager, City Secretary, City Attorney and Public Works Director were also present. Mayor Lewis was absent. The notice for this meeting was posted in accordance with the Texas Government Code, Chapter 551, on the 25th day of February 2000 at 3:00 p.m. Recot!:nition of Owners/Operators of JMH Market. The City Council made a presentation honoring Victor Stanek, Rudy Darilek and Jody Haas. Citizen Comments. Mayor Pro Tem Ballanfant invited citizens who wished to address the City Council to come forward as their names were called. John Adams, 4120 Sunset, commented that his dog had been attacked by two dogs that were on the tennis courts at Judson Park and were not on leashes. He asked that the city staff enforce the leash laws. Kathleen Lazovou, 4120 Sunset, requested that the gate on the tennis courts at Judson Park be locked or removed completely. She commented that the city could be held liable for not enforcing the leash laws. Zonint!: Ordinance ret!:ardint!: encroachments into yards. Matters related to the second and [mal reading of Ordinance No. 1637. Mayor Pro Tem Ballanfant read the caption of Ordinance No. 1637 as follows: An ordinance amending the zoning ordinance of the City of West University Place, Texas, to provide for certain encroachments into yards; and containing findings and provisions relating to the subject Mr. Dougherty stated that the purpose of Ordinance No. 1637 was to allow prior non- conforming status for certain encroachments into yards. The Zoning Board of Adjustment would have authority to grant relief in those circumstances. Copies of Ordinance No. 1637, in the form proposed for adoption, were available in the council chambers. A motion was made by Council Member May, seconded by Council Member Bertini, to approve Ordinance No. 1637 on the second and [mal reading. A vote was taken on the motion with the following result: Voting Aye: Mayor Pro Tem Ballanfant, Council Members Bertini, Grubb and May None Mayor Lewis Voting Nay: Absent: Bid award for construction of sanitary sewer. Matters related to bids received February 22, 2000 for the construction of approximately 150 feet of sanitary sewer lines in Priority Area 8. The following bids were received: Bidder Bid Amount Bearden Contracting Co. $15,957.00 Contractor Technology, Inc. $22,667.50 Public Works Director Ed Menville reported that the project would extend sanitary sewer to the site of a new townhouse development, Brompton Terrace, now under construction. The development is located on Holcombe Boulevard just east of Brompton Boulevard. A motion was made by Council Member Grubb, seconded by Council Member May, to award a contract to Bearden Contracting Company in the amount of $15,957.00 for construction of the sanitary sewer line as presented. Matters related to the minutes of the Special and Regular Sessions conducted on February 14,2000. A motion was made by Council Member May, seconded by Council Member Grubb, to approve the minutes as presented. A vote was taken on the motion with the following result: Voting Aye: Mayor Pro Tem Ballanfant, Council Members Bertini, Grubb and May None Mayor Lewis Voting Nay: Absent: Staff report. City Manager Sherman Yehl reported that two additional police officers were hired by the city and were beginning their twelve-week training program. He also reported that one of the West University fire trucks was involved in an accident. A ford mustang was damaged and will be repaired by the city. Council comments: Council Member Grubb commented that he hoped the city would have the three police officers on duty soon. Council Member May commented that he appreciated the folks from the JMH market. Council Member Bertini commended the Mayor Pro Tem for having a short meeting. Mayor Pro Tem Ballanfant commented that it appeared more police officers were patrolling the city. He commended the Police Chief. Adiournment: With no further business to come before the City Council at this time, a motion was made by Council Member Bertini, seconded by Council Member May, to adjourn.
